Overview :

The project is implemented by the Government of Malawi, through the Ministry of Natural Resources Energy and Mining with support from Global Environment Facility (GEF)-Least Developed Countries Fund (LDCF) and United Nation Development Programme (UNDP).  The project aims to establish and demonstrate the institutional framework required to mainstream adaptation into development planning at national and local levels, beginning with Ministries responsible for Agriculture, Water and Forestry and 3 pilot districts (Nkhatabay, Ntcheu and Zomba).

Fiscal policy and public finance can be key drivers of a country’s transition to a green economy. There is growing interest in Climate Public Expenditure and Institutional Reviews (CPEIR) as these reviews offer a way of systematically assessing the equity, efficiency and effectiveness of public resources allocation, investment and spending on climate changed related activities. This review will involve the analysis of allocation and management of public expenditures and will focus on the Adapt Plan project’s priority sectors such as agriculture, water and forestry. Information obtained from CPEIR will be used to provide guidance to decentralized strategic planning and budget preparation and to identify ways to improve the efficiency and effectiveness of resource allocations to climate change adaptation at the district level. The expenditure analysis and recommendations are intended to demonstrate how GoM and donor resources are currently used, and to recommend how to improve resource utilization for the realization of climate resilience at district level while providing lessons for the overall country strategies.

It is in this context that the project is looking for a qualified national consultant to carry out the CPEIR.
