Background Government of Kiribati, led by the Ministry of Finance and Economic Development (MFED) Authority (CCDA) in partnership with various other government agencies and the United Nations Development Programme (UNDP), is developing a proposal on climate change adaptation in Kiribati to submit to the Green Climate Fund. The project seeks to strengthen and protect coastal areas across various vulnerable areas of Kiribati with a focus on soft options for coastal protection and ecosystem management in vulnerable coastal communities. UNDP has mobilized a team of consultants to prepare the full proposal package in time for submission. Project Description The main objective of the consultancy is to support a team of international consultants in coordinating, collecting and analysing information from the Government and other local sources in Kiribati to produce the Funding Proposal, Feasibility Study and other annexes of the full proposal package for submission to the GCF. The consultant will work with the Government of Kiribati and the UNDP Pacific Office, under an overall technical guidance of the UNDP’s regional technical specialist for climate change adaptation (RTA) at UNDP’s Bangkok Regional Hub. In preparing the above, the consultant will carry out the following tasks: - Coordinate and support the Climate Finance Unit of the Ministry of Finance, Ministry of Fisheries and Marine Resource Development (implementing parther), UNDP Pacific Office and Bangkok Regional Hub in driving the project preparation forward
- Review of relevant national policies and documents on climate change, disaster risk reduction, biodiversity and reports to the UN and other relevant international agreements
- Collect all relevant completed and ongoing studies/research on climate change, biodiversity, physical planning assessment and conservation (including fisheries) in Kiribati conducted by government and non-government organizations;
- Provide support and inputs to team leader and other technical experts, government and key stakeholders and UNDP
- Support translations during consultations and provide / guidance on local protocols, in collaboration with the other national consultant
- Conduct stakeholder mapping of key agencies, actors and sectors and their potential relations to the project, including the public and productive sectors.
- Describe the key stakeholders (site level) for the project; hold consultations with identified stakeholders to measure their understanding of the mechanisms and impacts of the project to national development
- Work with local stakeholders at the demonstration sites and to ensure that the selection of management strategies and sites takes account of local priorities and interests, and that the potential impacts of prevention, response, control and management activities on local stakeholders are fully understood and accounted for.
- Facilitate consultation and validation meetings at the site level to generate inputs and agreement on project outcomes, outputs and activities; act as a focal point for information to local stakeholders as needed, especially with the Gender expert
- Assess and provide a description of the social and economic sustainability of proposed project activities at the demonstration site level, including gender aspects.
- Prepare the socioeconomic and demographic profiles for all the priority sites.
- Keep a log of all the local consultations conducted during project development.

Payment for Services Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The consultant shall receive payment in four installments from UNDP as follows: - 30% upon delivery of draft Stakeholder Consultation document
- 30% upon delivery of final Stakeholder Consultation document
- 40% upon input to the Stakeholder Engagement Plan, Gender Analysis, Gender Action Plan, Budget, Work Plan and Procurement Plan

Requirement for Qualifications & Experience - Education:
Minimum BSC or Degree in environmental science, media / communication studies, Pacific studies, community engagement, liberal arts, international relations, economics, planning, or any other relevant field. - Experience:
- At least 2 years of experience in biodiversity conservation and other related natural resource management initiatives, preferably in Kiribati
- Proven 3 years of experience of data collection and analysis, and of writing reports.
- Experience working with Government and in interdepartmental procedures preferred, especially the ability to understand political/sensitive issues and act accordingly;
- Proven 3 years experience to work with and establish working relationships with a broad range of stakeholders (local communities, government, private sector, financial institutions, civil society, NGOs, etc.);
- Good organizational skills, with strong experience in organizing and facilitating meetings and workshops.
- Fluent in spoken and written English.
- Competencies:
- Excellent writing, editing, and oral communication skills in English;
- Excellent ability to translate idea/concepts visually and/or orally
- Good communications abilities;
- Ability to meet deadlines and prioritize multiple tasks.
- Language Requirements:
- Fluency in written and spoken English is essential and spoken local Kiribati language

Reporting The consultant will be monitored, overseen and supervised by the UNDP Fiji Pacific Office. The consultant will also coordinate the technical aspects of the engagement with the UNDP Regional Technical Specialist – Climate Change Adaptation from the Bangkok Regional Hub. The consultant is expected to submit a final full-sized proposal upon successful completion of activities according to the agreed schedules. The consultant is expected to provide for his/her own laptop. He/she is expected to inform UNDP immediately in writing if he/she is unable to meet deliverables of this consultancy. Evaluation Method and Criteria Cumulative analysis The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below: When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weighting; 70% * Financial Criteria weighting; 30% Only candidates obtaining a minimum of 49 points in the Technical Evaluation would be considered for the Financial Evaluation. Interviews may be conducted as part of technical assessment for shortlisted proposals. A statement of how the applicant meets the qualifications and experience requirements. iii) Completed template for confirmation of Interest and Submission of Financial Proposal Consultant must send a financial proposal based on a Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs. In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
