Background:

This is Terms of Reference (ToR) for consultancy services to document success stories for UNDP-GEF full-sized project titled Implementing urgent adaptation priorities through strengthened decentralised and national development plans-ADAPT PLAN (PIMS#4958). The project is implemented by the Government of Malawi, through the Ministry of Natural Resources Energy and Mining with support from Global Environment Facility (GEF)-Least Developed Countries Fund (LDCF) and United Nation Development Programme (UNDP).  The project aims to establish and then demonstrate the institutional framework required to mainstream adaptation into development planning at national and local levels, beginning with Ministries responsible for Agriculture, Water and Forestry and 3 pilot districts (Nkhatabay, Ntcheu and Zomba).  ADAPT PLAN is also promoting climate change adaptation and community-based adaptation integration in capacity development process in the country. It is within this consideration that the Project would like to engage the services of a competent media firm to capture the impact of the project.

Scope of Work and Key Tasks:

We are seeking the services of a communication/media consultancy firm to document the project’s achievements through case studies, video documentaries and photography. The case studies/success stories, videos and pictures will be used to showcase the national and district interventions the project is supporting to spur implementation of urgent adaptation priorities through strengthened decentralized and national development plans. Key tasks are documenting and drafting of three (3) case studies (Nkhatabay, Zomba and Ntcheu) that highlight some of the impacts of the project at district level. These case studies will be used to inform climate change adaptation policy makers and other stakeholders about the best practices and lessons learnt. The media firm will also be expected to capture professional video documentaries and photographs that will accompany the case studies and document the project’s achievements, as well as document the current climate change adaptation situation in the project’s hotspots/areas of operation in Nkhatabay, Zomba and Ntcheu districts showing how adaptation pilots impact the lives of target communities.

The objective of the consultancy is:

  1. To document the work of Adapt Plan project and increase visibility of results that has been made in Malawi’s climate change adaptation planning and implementation.
  2. To share the documented knowledge with stakeholders as part of promoting climate change adaptation best practices communication and public awareness for positive change.

The consultancy firm is responsible for ensuring that the produced media products and their contents are culturally sensitive and reflect the international and national context. The firm will be guided by, and report to the UNDP/EAD project management.

The successful firm is expected to carry out the following functions in liaison with UNDP/EAD and National/District level stakeholders:

  1. Review the ToR and provide an inception report that indicates technical understanding of the ToR and mode of implementation.
  2. Conduct a literature review on ADAPT PLAN project documents to understand the overall objectives; target beneficiaries and reported results for the written case study and documentary film story.
  3. Do a media monitoring and document some of the previous media coverage that ADAPT PLAN project had during its implementation. These could be a list of links to online news platforms or scanned archived pictures of articles that appeared in the newspapers.
  4. For the documentary film’s overall concept and scenario, develop the documentary script and storyboard to be used in the film.
  5. Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders.
  6. Interview selected participants for the written case studies and film participants who will include project direct beneficiaries, district council, UNDP/EAD project team members, Project steering committee.
  7. The firm’s experts/personnel will be expected to travel to three (3) districts sites in Nkhatabay, Zomba and Ntcheu to carry out interviews with district councils, community members, project staff, partners, and other pertinent stakeholders to collate, analyze, and synthesize written case studies and documentary film of the project’s impact. Visit 9 selected project sites and interact with the local communities/beneficiaries who have been impacted by the project to get context. The sites will be selected considering 3 in each of the target district.
  8. Produce 3 video documentary series that are 8 or 10 minutes long and 3 project case studies of not less than 5 pages each and over 100 high resolution photographs.
  9.  Conduct a final presentation of the final products to stakeholders for feedback
  10. Graphically design the final products and deliver them to UNDP in high resolution which are in editable and printable format.
