Overview :

Background

UNDP’s Montreal Protocol Unit/Chemicals (MPU/Chemicals) has developed its Business Plan based on the UNDP Strategic Plan 2018-2021, which was approved by the UNDP Executive Board in November 2017 and guides UNDP's work across the world, at country, regional and global levels.  As part of UNDP’s vision to assist countries to eradicate extreme poverty, support them to quickly modernize key sectors to work better for sustainable development, and enable them to prevent crisis and recover faster, and in support of all six signature solutions under the Strategic Plan, but with a special focus on Signature Solution 4 on the environment, MPU/Chemicals has undertaken an integrated business planning process to develop and refine the Unit’s goals and strategy.  The MPU/Chemicals group is housed in the Sustainable Development Cluster (SDC) of the  Bureau for Policy and Programme Support (BPPS).

The MPU/Chemicals team provides the technical backstopping for projects in all regions via its staff positions based in three regional hubs, as well as in UNDP/HQ New York. MPU/Chemicals’ work related to the Montreal Protocol (MP) assists over 50 countries in project development and implementation, including key linkages with the associated impact on climate change.  MPU/Chemicals is the focal point for UNDP’s Montreal Protocol worldwide programme, and responsible for programme and financial oversight and reporting to the Executive Committee of the MLF. The implementation of programmes funded under the GEF Chemicals and Waste Focal Area at UNDP is under the operational responsibility of MPU/Chemicals as delegated by the GEF Unit. 

Under the Kigali Amendment to the Montreal Protocol approved in October 2016 for the phasedown and elimination of HFCs with specific targets, MPU has taken a lead role in the preparation and implementation of various demonstration projects to test alternative technologies, and collect  information on incremental costs in several partner countries. MPU is assisting 15 countries on the enabling activities to implement the Kigali Amendment and the development of the national cooling plans which aim to figure out a roadmap of sustainable cooling solutions considering all factors such as the growing cooling demand, GHG emission reduction, energy efficiency and refrigeration transition. MPU has been supporting some countries in their efforts to develop the district cooling system which could be an ideal cooling solution if combined with renewable energy and/or waste heat from industry processes.

 

 

Duties and Responsibilities

The overall objective is to assist the Director of UNDP’s Montreal Protocol/Chemicals Unit (MPU/Chemicals) to enhance its capacity for transformation to take advantage of new business opportunities  and support the effort of integrating of MPU’s business strategy with the other areas UNDP focuses on.  The scope of the work includes:

  •  Review and comment on the existing MPU/Chemicals Strategy within the revised organizational structure of BPPS and UNDP. Recommend options for MPU/Chemicals including how it can further develop its “niche” within the context of UNDP’s new strategic plan.
  • Based on the 2017 UNDP publication “PAST SUCCESSES AND FUTURE OPPORTUNITIES: Case Studies from the UNDP Portfolio and Innovative Approaches to Cooling without Warming”, advise the MPU/Chemicals Director and staff on Kigali Amendment aspects particularly as they relate to increasing energy-efficiency without increasing global warming.  
  • Review MPU/Chemicals Business Plans and recommend how MPU/Chemicals can increase its relevance within UNDP. Review and strengthen draft MPU/Chemicals presentations to the UNDP Regional Bureaus, and propose options for closer coordination with Country Offices. Advise on and facilitate, where requested, MPU/Chemicals Director coordination with senior UNDP, government and UN System/World Bank officials.
  • Assist the Director in the Internal Evaluation of the MPU/Chemicals programme, checking to see the requirements of such an Evaluation and specifying what inputs would be needed from Unit staff in this respect.
  • Prepare a brief report for the review of the MPU/Chemicals Director on the contribution MPU’s contributions to the overarching UNDP goal of supporting the Sustainable Development Goals. Assist the Director in her discussions with senior management of the Regional Bureaux and with the Office of the Administrator.
  • Assist the MPU/Chemicals Director in any future Workshop for MPU/Chemicals staff with special emphasis on the Kigali Amendment and how energy efficiency aspects can be more fully integrated into MPU/Chemicals programmes.
  • Assist MPU/Chemicals in summarizing the experience working with the private sector under the Montreal Protocol and how it could be act as a resource in UNDP’s overall strategy in dealing with the private sector.
  • Assist MPU/Chemicals, on request by the Director, on knowledge management, communications and the development of new publications.
  • Other tasks that may be requested by the MPU/Chemicals Director.

  • Professionalism: Ability to work in a high-pressure environment with sharp and frequent deadlines, managing several tasks simultaneously; exercise the highest level of responsibility, handle confidential and politically sensitive issues in a responsible manner.
  • Teamwork: Should work well in a team spirit to advance the priorities of UNDP as a whole.
  • Technical Skills: The consultant should be able to draft and edit technical and policy documents in Word and Excel and have good computer skills.
  • Knowledge Management and Learning: The consultant should willingly share knowledge and experience with members of the MPU/Chemicals team.

 

 

Required Skills and Experience

Education

  • Minimum of a Master’s degree in environment, natural or social sciences

Experience

  • Minimum 15 years’ experience of relevant policy or managerial experience in ODS and chemicals reduction activities and extensive experience on the Montreal Protocol.
  • At least 10 years’ experience required in a policy or managerial role related to GEF programmes, GEF strategies, and GEF evaluations, including in the area of GEF-Ozone and POPs.  
  • At least 10 years of detailed knowledge and prior work experience in developing countries required.
  • Detailed knowledge of the UNDP Country Office system and the role of Regional Bureaus
  • Significant experience (at least ten years) working in close cooperation with UN organizations, developing country governments, bilateral (donor) governments, and the private sector.  

Language

  • Excellent English language skills (verbal and drafting)

Travel

No travel is currently foreseen under this contract.  If the consultant is required to go on official travel, he/she will be entitled to UNDP per diem and a round-trip economy travel air ticket, UNDP per diem and terminal expenses.

Application Procedures (Instructions to Applicants)

The application is a two-step process. Failing to comply with the submission process may result in disqualifying the applications:

Step 1: Interested individual consultants submit the following documents:

  • Personal History Form (P11), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references (the template can be downloaded from this link: UNDP P-11 Form.
  • Brief description of why the individual considers him/herself as the most suitable for the assignment. Indicate available start date.

Step 2: Submission of Financial Proposal:

Only applicants who attain a score of 70% and above on the technical evaluation will be contacted and requested to submit a financial proposal.

Scope of Price Proposal and Schedule of Payments:

  • Financial proposals must be all inclusive and must be expressed on the basis of “a daily fee” in USD for this consultancy to bpps.procurement@undp.org. using the financial proposal template available here:http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal for SENIOR STRATEGY CONSULTANT (Chemicals & Energy Efficiency)" by the deadline for this vacancy. Proposals to be received after the deadline may be rejected.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown.
  • Payment will be made upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Criteria for selection of individual consultant for award of contract:

The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points

Method: Cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive, compliant, acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

Technical Criteria weight: 70% 

Financial Criteria weight: 30%

Technical Evaluation

Only those candidates that meet the minimum level of education, relevant years of experience and language requirements will be considered for the technical evaluation. The technical evaluation will be conducted by a desk review to select the shortlisted candidates (those that score at least 49 out of total 70 obtainable scores). The technical evaluation may also include interviews with shortlisted candidate(s).

Only applicants obtaining a minimum of 49 points on technical evaluation will be considered for the Financial Evaluation

Technical Proposal (70 Points) 70% weight

Technical proposals will be evaluated based on the following criteria: 

  • Minimum of a Master’s degree in environment, natural or social sciences (5pts)
  • Minimum 15 years’ relevant experience of relevant policy or managerial experience on the Montreal Protocol. (20pts)
  • At least 10 years’ relevant experience in a policy/managerial role related to GEF programmes, GEF strategies, and GEF evaluations, including in the area of GEF-Ozone and POPs.  (13pts)
  • At least 10 years of detailed knowledge and prior work experience in developing countries required. (12 points)
  • Detailed knowledge of the UNDP Country Office system and the role of Regional Bureaus (10 points)
  • Significant experience (ten years) working in close cooperation with UN organizations, Governments of donor countries and developing country governments. (10 points )

Financial evaluation (Weight 30%)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Financial Proposal (30% weight of combined score)

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;

The Consultant will be responsible for providing her/his own laptop.

Some travels to Dili, Timor-Leste (dates TBC) mentioned in the TOR are expected for this assignment;

Payments will be made upon satisfactory delivery of outputs, certification of payment form, and acceptance and confirmation by the Task Manager on outputs satisfactorily delivered.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • Payments will be made upon satisfactory achieved deliverables and submission of time sheet in accordance with number of days worked and certification of payment. All payments are subject to the clearance and approval of the direct supervisor. The contract price is fixed regardless of changes in the cost of components.
