  1. INTRODUCTION

The National Adaptation Plans (NAP) is a Green Climate Fund (GCF) funded project "To advance the National Adaptation Plans (NAP) process for medium-term investment planning in climate-sensitive sectors (i.e. agriculture, energy, waste management, forestry and health) and coastal areas in Liberia". The project has duration of two years. The activities in this project focus on four components:

  1. Strengthening institutional frameworks and coordination for implementation of the NAPs process 
  2. Expansion of the knowledge base for scaling up adaptation
  3. Building capacity for mainstreaming climate change adaptation into planning, and budgeting processes and systems
  4. Formulation of financing mechanisms for scaling up adaptation

 

The direct beneficiaries of the project are the Environment Planning Authority and the National Climate Change Secretariat. Key government partners are Ministry of Finance and Development Planning, Ministry of Agriculture, National Disaster Management Agency, National Port Authority of Liberia, Liberia Maritime Authority, Bureau of National Fisheries, Liberia National Department of Meteorology, Liberia Institute of Statistics and Geo-Information Services and University of Liberia.

Overall, the project will contribute Fund level impact towards output A.5 --“Strengthened institutional and regulatory systems for climate responsive planning and development

The expected outputs are derived from the government of Liberia’s NAP formulation and implementation note issued in 2016, following national stakeholder consultations held during the launch of the NAP process in April 2015. A stock-taking exercise was prepared by UNDP in 2015 upon request of the government. The stock-taking exercise identified six climate sensitive sectors for Liberia’s NAP intervention-agriculture, forestry, energy, waste management, fisheries and transportation.

The coastline of Liberia covers about 560 km (350 miles) hosting 58% of the country’s population. Annually, this coastline produces about 7,616 metric tonnes of fish and about 126 metric tonnes of molluscs and crustaceans. The coastal belt also host mangrove forests that represent an important biodiversity ecosystem for the country. In spite of its conservation value coastal ecosystems in Liberia are subjected to a variety of pressures: erosion due to sand mining, oil pollution, waste dumps, human settlement and the discharge of municipal wastewater due to the lack of proper water and sanitation facilities. Mangrove forests are also fast being degraded due to their use for firewood and charcoal production. Consequently, regenerative capacity of Liberia’s mangrove ecosystems is fast declining and the ability to provide feeding grounds for fish, molluscs and crustaceans is dramatically decreasing, with much of the mangrove destruction concentrated along the major cities: Monrovia, Buchanan, Marshall etc. (National Biodiversity Strategy & Action Plan-2011-2022, EPA, 2016) . The impact of climate change is compounding the existing stresses on coastal ecosystems and is likely be one of the future major threats to the survival of numerous unique species along the coast. Adaptation to climate change to protect coastal and marine ecosystems as well as the populations that depend on them is therefore an integral component of the national response to climate change.

UNDP Liberia is seeking for a competent local organization/company to develop a pilot site for demonstration of coastal resilience practices for the protection/enhancement of coastal ecosystem and communities.
