| Overview : To explore the applicability and feasibility of heat pump heating in the northern rural residences of our nation, and analyze its economic benefits, Taoshan Village is selected as the proposed neighborhood to implement ex-situ poverty alleviation relocation to newly-built residences (with construction area of about 7,500 square meters) to demonstrate the application of heat pump heating systems with low-GWP refrigerant. 1. Project Summary The project will be located in Weichang County of Chengde City. It will adopt new generation of cascade air source heat pump heating system with environmental-friendly low-carbon refrigeration medium. Storied building heating area will be around 5,000 square meters with a heating load of 70W/m2, and single-story house heating area will be around 2,500 square meters with a heating load of 100W/m2. The project requires the cascade air source heat pump heating system to adopt at least one ozone-layer-friendly and climate-friendly refrigerant with no ODP and a GWP lower than 50. Other than that, project product should have technological standards significantly higher than the general standards of the market, contain innovative technologies, have guarantee in long-term operation accountability and safety, and have comprehensive after-sales consumer and maintenance services. Bidder should provide technical support services, installment and debugging for related equipment in accordance to the construction conditions and various terms limited by the technical specifications. Remarks: Besides procured equipment, the bidder should carry out installation and debugging of equipment. After project operation has gone through 1 heating season, the bidder should provide technical feasibility and applicability analysis report and economic and promotion prospect analysis of the cascade air source heat pump heating system. 2. Bidders Qualification Requirements (1). The bidder should be an independent legal entity with registered capital not less than 1 million RMB. The bidder should provide copies of business license (with official seal), and the business license should be covering business operation areas related to the content of this tender. (2). The Enterprise should maintain a good credit standing. The bidder should display the original copy or copies of the original copy of the credibility letter provided by its deposit bank within 3 months before the date of bid opening. (3). If the bidder is a trade agent or sales agent, it should provide a tender authorization signed by the manufacturer to hire it as an agent. (4). The Bidder should has completed at least 2 heat pump heating project related business performance tables (year, project name, owner unit, project location, project scale, contract value, major participants etc.) in the past 3 years.
