Overview :

Project Description

Information Management

•   Is a key part of information management for the humanitarian community in general and assist in liaising with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and track information required for early warning of potential conflict and natural disasters;

•   Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally.

•   Maintains awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.

•   Maintains an electronic and hard copy database of relevant humanitarian information for use of the humanitarian community.

Scope of Work

  • Collaborate with government data sources, collect, clean, consolidate (incorporate p-codes), document (metadata) the latest available statistics on poverty, health, education, 4Ps beneficiaries, natural disasters, nutrition, population and other relevant statistics and spatial datasets in line with OCHA’s “Country Level Common Operational Datasets”. The compiled latest data will be used to update the pre-disaster tables and provincial profiles.
  • Provide support on data collection, cleaning and consolidation on Who Does, What and Where database (3Ws) for Marawi conflict and any other emergency, contact directory using H.ID, and Financial Tracking System (FTS). Support in the management of Humanitarian Data Exchange (HDX) and HumanitarianResponse.info (HR.info).
  • Support in the application of kobotoolbox to HCT rapid assessment form, OCD RDANA, DSWD DAFAC profiling and Community engagement pre-crisis survey. Support includes the conversion of the paper forms to online kobotool forms and processing of collected data.
  • Provide support to NDRRMC and OCD on data consolidation and processing of relevant information for response preparedness.
  • Participate and assist in organization and facilitation (including making presentation) of the IM Working Group meetings, training-workshops with OCD and LGUs on information management and other joint activities with partner organizations.
  • Support OCHA thematic groups (Community Engagement, Gender, Cash, Reporting/PI, CMCoord) on data management and visualization.
  • Any other related duties as requested by the OCHA

Institutional Arrangement

  • Under the direct supervision of the Information Management Officer, UNOCHA Philippines, the IMA shall provide timely and appropriate assistance to the UNOCHA Philippines, and the Government of the Philippines (GoP) in the areas of disaster response.  The staff member duty station will be Manila , Philippines
  • Monthly progress reporting is  required.
  • Liaise/interact/collaborate/meet with in the government partners (OCD, DSWD, DILG, DOH, PSA, etc), HCT member agencies, Red Cross, and INGOs

 Duration of Work

  • Three (3) months with possibility of extension  
  • Target date for the start of work is 1 October 2018 and expected completion date is 31 December 2018

Duty Station

  • The staff duty station is Manila, Philippines for the contract duration, with possible in-country field works/duty travel in pursuit of other relevant activities.
  • The staff is required to report regularly and be present at the duty station for the contract duration.  

Scope of Price Proposal and Schedule of Payments

Contract is based on “all-inclusive” monthly fee and an INdividual Consultant Time Sheet must be submitted by the Contractor, duly approved by the Individual Contractor’s supervisor, which shall serve as the basis for the payment of fees.

QUALIFICATIONS

Education:

  • University degree (Bachelor's degree or equivalent) Geographic Information Systems, Information Management, Statistics, or Social Sciences, Information technology or related area.

Experience:

  • A minimum of five (5) years of progressively responsible professional experience in managing information in a crisis management, disaster management, emergency management, humanitarian emergency or recovery context.
  • Preferably with working knowledge in GIS, data visualization using Tableau, PowerBI, or Adobe Illustrator

Language:

  • Fluency in written and spoken English  and Filipino 

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method:

- Qualifications - 70%

- Financial Proposal - 30 %
