| Overview : Dear potential bidders, UNDP Vietnam is seeking for National Consultant for Finalizing the Need Assessment Report tool in Microsoft Excel format. UNDP requires the services of a consultant who can work with the Disaster Verification Working Group to finalise the current tool, and then provide technical support to developing a tablet/ laptop-based version of the Joint Needs Assessment tool. The aim is to have a low-cost, easy-to-use system that can make baseline data available to assessment teams before and during disasters, and which can enable near real time supplementary data entry when a disaster occurs. This work will therefore require the consultant to understand user needs and to review available options, such the use of Kobo toolbox, Google forms, the development of a simple app, or a web-based platform to achieve the required functionality. The consultant will then be required to develop/ input data to enable field testing of the tool developed in one mock-up drill, or actual disaster within 2018. The individual consultant will finalise the Need Assessment Report tool in Microsoft Excel Format. The finalisation and introduction of the format will enable the UN DRMT to rapidly propose humanitarian response interventions to donors should a typhoon occur.
