Overview :

The primary objective of the Philippines Green Climate Fund Readiness Program is to support the Government of Philippines (GoP) in strengthening their national capacities to effectively and efficiently plan for, access, manage, deploy, and monitor climate financing, in particular, through the Green Climate Fund (GCF). Specifically, the Program will support capacitation and empowerment of the National Designated Authority (NDA) to the GCF including relevant partner-government agencies. The Program will also target two (2) important aspects of the GCF approach, access to funds and private sector engagement, through the selection of national/sub-national implementing entities for accreditation; and the preparation of prioritized programs/projects for submission to GCF.

 Sub-Activity 2.1.4 of the GCFRP indicates development of an interactive web platform for knowledge management and monitoring of climate investments as a specific task for Output 2. (Develop a pipeline of prioritized climate change programs/projects ready for submission to GCF (UNDP Component).  With the transfer of NDA from the Department of Environment and Natural Resources (DENR) to Climate Change Commission (CCC), a service provider which will be tasked to work with CCC on the development of the said website is being procured.  

Scope of Work

Duration: 2 months

The Website Developer will facilitate the design, development and deployment of the Green Climate Fund in the Philippines website. The Consultant will provide training, guidance and technical support for users, including CCC’s Information and Knowledge Management Unit (IKM), Internal Technical Committee (ITC) for GCF and Office of Commissioner Rachel Herrera as the Focal Point of the NDA for GCF within the specified period of time indicated in this Scope of Work. The Consultant will also be tasked to develop related advisories and learning materials in using the said website.

Specific Tasks:

  • Inception Report detailing Work Plan, approach and methodology, among others;
  • Design and Develop a functional GCF Philippines website that is based on agreed website structure and design fully accepted by CCC;
  • Design and Develop a functional GCF Philippines website using the Department of Information and Communications and Technology (DICT) and the National Government Portal (NGP) Template and recommended Content Management System (CMS);
  • Develop and produce information and content for the GCF Philippines website;
  • Design and Develop the UI and UX of the GCF website;
  • Develop the Manual of Protocols and User Guidelines for the GCF in the Philippines website; and
  • Conduct the User’s Training and Website Administration Training for CCC’s Information and Knowledge Management Unit, Internal Technical Committee (ITC) for GCF and Office of Commissioner Rachel Herrera as the Focal Point of the NDA for GCF

 

Institutional Arrangement

The IC shall be engaged and directly paid by UNDP.

The Website Developer will be reporting directly to the National Coordinator of the GCFRP who will monitor, review and approve her/his outputs and evaluates his/her over-all performance. The Focal Point of the NDA for GCF shall approve and monitor the outputs of the Website Developer.

Duration of Work

To undertake the tasks, procedures and expected outputs, the Website Developer shall be engaged for a period equivalent to 2 months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is 10 October 2018 and the expected completion date is 09 December 2018.  

Duty Station

The assignment is based in Manila. Official travels shall be approved by the Focal Point of the NDA for GCF.  The Website Developer will be engaged on an output basis.

Schedule of Payments

The consultant is required to submit a financial proposal indicating a monthly rate, exclusive of travel costs (if any).

The duration will be a maximum of 2.5 months.

35%  -Upon submission and acceptance of the Inception Report detailing Work Plan, methodology, among others; website structure and design;

45% - Upon submission and acceptance of the Initial functional website that is based on ccepted website structure and design fully accepted by CCC

20% - Upon submission and acceptance of the Fully functional website fully accepted by CCC; Manual of Protocols and User Guidelines for the Website; User's Training and WEbsite Administration Training

QUALIFICATIONS

Education - 25%

  • With educational background related to website design, Information Technology, Management Information System or any related source

Experience - 50%

  • Working knowledge of web programming languages such as but not limited to HTML5, CSS, PHP, MyQSL, JAVA, and JavaScript;

  • At least five years of demonstrated experience in designing, developing, monitoring and managing websites;

Language - 25%

  • Working knowledge of the National Government Portal (NGP) Content Management System (CMS) such as Liferay; and

  • Demonstrated experience in working with Philippine National Government Agencies (NGAs) on website development

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method:

- Qualifications - 70%

- Financial Proposal - 30 %

  • 3-5 website links of past projects
  • Personal Curriculum Vitae, indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
