Overview :

Context/Background:

The Inclusive and Equitable Local Development (IELD) Programme addresses structural impediments that prevent women from entering into local economy through unlocking local public and private capital for women’s economic empowerment and entrepreneurship. The programme aims to support and work with local government institutions and the private sector to design, plan, implement and sustain public and private investments that consider the differentiated needs and priorities of economically marginalized women in local economies. The project will foster the full participation of women in local economic development processes (LED), recognizing the reality of entrenched discriminatory attitudes, norms and stereotypes as well as the need to challenge existing inequitable social and economic structures.

  • In this context, IELD would like to develop a video animation on IELD core concept in the context of Bangladesh. The video will be showcased in various platforms such as the UN website, at local level, social media as well as international and national conferences. One video will be made in two versions: Bangla and English. In addition, one pager leaflet will be developed and printed. The main content will be provided by UN Women and the selected firm is expected to creatively design and present the information on leaflet.

Objectives:

  • To develop a short animation video clip that will provide a short brief of IELD Bangladesh.
  • To develop one pager Leaflet providing brief details on IELD project.

Scope of the work:

The successful contractor will work closely with the UN Women, UNCDF and UNDP Bangladesh country team. As a sample, here is one link of global IELD programme:  https://www.youtube.com/watch?v=10Au9rwJjOw

Key Duties and responsibilities: Animation Video Clip

  • To provide short story line for the animation
  • The videos should be of high quality and resolution so that they can be used for various purposes.
  • Successfully explain IELD purpose in Bangladesh
  • Develop a script along with dialogue
  • Provide subtitle along with the video clip.
  • The videos should be of high quality and resolution so that they can be used for various purposes;
  • Successfully capture and emotionally express the core elements of the situation;
  • Cover a range of related subjects (different components of events/activities, as well as general footage that illustrates the real, positive and negative, situation of women and girls);
  • Provide different visual perspectives (close-up, medium range, long distance, walking to a destination)
  • Make sure footage is technically good (properly exposed, white-balanced, stabilized and framed);
  • Undertake field trips to project locations. UN Women will undertake all the necessary travel arrangements;
  • All footage together with complete shot list information should be submitted to UN Women Bangladesh in a maximum one-week time for publications and same day for special events

  • To design and lay-out project brief in both slides
  • Matt Lamination, 80 gsm glossy paper
  • 250 leaflets
  • Submit draft of video content, and take approval from UN Women team
  • Come up with photos/visuals to go with written content
  • Have a creative design layout

Required education, skills and competencies of the consultant

  • At least 5 years working experience in developing video documentary
  • Have own camera or access to camera and other video graphic equipment;
  • Experience in making animation for development agencies e.g INGO, donor agencies, etc.
  • Work experience in working with development partners with women empowerment related issues.
  • Certain familiarity with development programmes/issues is an asset;

National organizations are encouraged to apply and may include individual international consultants on their team.

Institutional Arrangements

The consultant will receive overall guidance from the Programme Analyst to complete this assignment.

Duty station:

The consultant will be required to be based in Dhaka, Bangladesh and if required field visit/s.

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered (As per scope of work)

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (70 points) weight; [70%]
  • Financial Proposal (30 points) weight; [30%]

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 70. Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
