  1. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

An estimated 725,000 Rohingya, approximately 52% of which are women and girls, have fled from Myanmar to Cox’s Bazar. A significant number of the women and girls have either personally survived or witnessed incidences of sexual assault, rape or murder of a close family or neighbours in Myanmar and live with the trauma. The Gender Based Violence (GBV) Sub Sector reports that hundreds of GBV incidents are reported every week. Men’s increased stress and anxiety related to safety, security, violence experienced, and lack of work have also given rise to domestic violence. In addition to domestic violence, GBV risks are high in the congested camps. Women continue to report feeling unsafe to use WASH facilities that are not separated by gender and not well light at night.

Resentment of host community towards refugees is rising linked to competition for resources, services and opportunities. Individuals in host community living in extreme poverty, and those who face other forms of social disadvantage (women, youth, the disabled, minorities) have been worst affected by the economic impact of the crisis. Domestic violence is a challenge for host community women also, and police and legal-aid agencies report that incidents have recently increased. This is due to heightened frustrations within households, including from husbands taking vulnerable Rohingya women as second wives. The lack of serious law enforcement and corruption act as major barriers preventing access to justice, particularly for victims of gender-based violence.[1] Local leaders and the police often seek to resolve cases of domestic violence through mediation, in many cases without training on GBV and domestic abuse.

In line with the Joint Response Plan, the broader strategic objectives of the programme are to 1) Ensure well-being and dignity of Rohingya refugees and the affected host communities (JRP Strategic Objective 2) and 2) Build confidence and resilience of Rohingya refugees and the affected host communities (JRP Strategic Objective 4).

The goal of UN Women’s crisis response in Cox’s Bazar is to ensure that women and girls affected by crisis lead, participate in and benefit from relief and response efforts and the proposed programme is aligned with UN Women Country Strategic Note 2017-2020: More women play a greater role and are better served by humanitarian response and recovery efforts.

In this regard, UN Women will look for an appropriate service providing agency to do the baseline and endline survey to measure the impacts and outcome of this programme.

II. Projet Description:

Name of the project: Community Cohesion Amongst Women from Rohingya Refugees and Host Community

Joint Programme Impact: Increased stability, social cohesion and economic well-being of both host and refugee communities and their women and girls in particular.

Impact Indication: % of survey respondents from amongst the target beneficiaries in host community in Ukhia and Teknaf that express negative feelings about Rohingya refugees living nearby.

Outcome: Positive social relationships created between Rohingya refugees and host community women through economic and social support and networking

Outcome Indicator-1: % of target Rohingya and host community women ready to engage in ongoing activities with each other

Outcome Indicator-2: Number of target women in host and Rohingya community (disaggregated by age and nationality) whose income increase as a result of participation in the livelihoods skill training and funding support.

III. Objectives of the assignment

The overall objective of the baseline survey is to assess the current and the pre-programme implementation status of all relevant indicators. The baseline study will establish benchmarks for the effective project planning and implementation, as well as form the basis for progress monitoring of the achievement of the intended outputs and results, through the collection of qualitative and quantitative facts, figures and indicators of the situation of the program.

The overall objective of the end-line survey is to assess the progress, results and impacts of the project intervention. The expected outcomes of the end-line survey are an end-line document that will help measure the progress, results and impacts of project intervention in Rohingya Camp and host community areas. It will follow the parameters considered during the baseline.

IV. Scope of Work

The baseline and endline survey will be conducted by an external consulting firm. This will be conducted under the overall supervision of Head of Sub Office and day to day management will be provided by Gender Programme Analyst.

The firm is expected to come with a detailed methodology for conducting the survey, taking into consideration the nature of outputs and outcomes in a given context. Appropriate sampling technique with respective tools will be developed in consultation with UN Women team before commencement of the survey. The study should employ both quantitative and qualitative methods. Secondary data collection will include but no limited to review project document, log frame/results framework, other literature, documents and studies, government departments, and other UN Agencies, I/NGOs and CBOs. Primary data will involve sample survey of different target groups, focus group discussions, key informants interview.

The consultant/firm will conduct the survey in 2 Upazilas of 1 district by determining a suitable sample size from 6 Unions:

Areas to be covered by baseline and endline survey :

  • Palongkhali, Rajapalong of Ukhiya upazila
  • Baharchara, Nhila, Whykong of Teknaf upazila

UN Women will not provide any capacity building support to the selected contractor. Providing aforementioned services are the sole responsibility of the contractor. The service providing agency, will be responsible for delivering high quality data and analysis according to the expectation, and agreement with UN Women, and within a timeframe defined by the ToR.

V. Duration of the work

The assignment will commence upon signing the contract and expected to be accomplished by 25 June 2019 with submission of final report.

VII. Fund transfer modality:

Respective deliverables and documents will be reviewed by UN Women before processing any payment.

Payment schedule is as following:

  • 40% of contract amount after receiving reports of baseline
  • 60% after receiving final report of Endline
