A.     Project Title:  Biodiversity Finance Initiative

B.      Project Description 

Since 2014, the United Nations Development Program through its Biodiversity Finance Initiative (BIOFIN) Project, has been supporting the Philippine Government in articulating the financial resources it needs to maintain a healthy biodiversity portfolio in-country. In particular, BIOFIN in collaboration with Department of Natural Resources-Biodiversity Management Bureau has conducted the following assessments:  1) Policy and Institutional Review (PIR); 2) Public and Private Biodiversity Expenditure Review (PPBER); and 3) Finance needs assessment (cost and gap analysis of implementing Philippine Biodiversity Strategy and Action Plan (PBSAP)); and has prepared a finance plan.

Based on insights gained from the results of the three BIOFIN assessments, the finance plan acknowledges the importance of tapping additional financing to support the biodiversity agenda of the Philippines, mainly through its Philippine Biodiversity Strategy and Action Plan (PBSAP). The finance plan is cognizant of the parallel challenges that could not be addressed by generating financing alone: thus, the plan transcends the focus on generating additional resources and also identifies a range of “finance solutions” that leverage finance, fiscal and economic tools and strategies to improve the outcome of biodiversity objectives in the country. Financing solutions include a range of transformative actions: generating more financing to fund the PBSAP or associated planning documents; appropriate attribution of biodiversity expenditures in the budget; attaining cost effective budget execution by eradicating overlaps in biodiversity functions; eradicating expenditures that continue to or aggravate dissipation of biodiversity resources; and paving the groundwork for a responsive policy environment through greater awareness on biodiversity and biodiversity financing and enhancing institutional support towards monitoring of PBSAP.

Financing biodiversity is a shared responsibility of governments, the private sector and all people.  One of the finance solutions identified is to develop a mobile game application, the revenues of which will fund biodiversity conservation projects.  There are an estimated 30.4 million gamers in the Philippines, with 12.6 million spending money on games at an average of USD 13 per year, albeit still lower than the average for ASEAN. The opportunities for expansion are huge with almost 46 million users of mobile apps.

C.      Scope of Work

The Consultant will:

  1. Prepare an inception report that will include an activity timeline and information on the market for the planned app, i.e., number of potential buyers, pricing, type of mobile device, and competition;
  2. Develop a game utilizing information about Philippine biodiversity in close consultation with experts and concerned stakeholders;
  3. Soft launch the app by May 2019 in celebration of the International Day of Biodiversity;
  4. Deliver the final mobile application after 3 months from the soft launch;
  5. Assist in promoting the application through online platforms (e.g. Google Play Store, App Store);
  6. Attend and facilitate brainstorming meeting with experts on possible gaming framework consistent with scientific knowledge
  7. Attend all related project meetings.

E.      Institutional Arrangement

The Project Manager shall directly supervise, approve and accept the output/s of the Consultant.

Based on the table above, outputs will be submitted to the Project Manager in the dates indicated.  Report formats, as applicable, shall be given to the Consultant to guide him/her in producing desired outputs.  S/he is expected to be present in the indicated consultations.

At different points during project implementation, the Mobile Game Application developer is expected to liaise/interact/collaborate/meet with the IRR writing team and with other relevant stakeholders.  

Appropriate administrative assistance shall be extended during consultations and other related meetings/workshops.

F.      Duration of the Work

The expected duration of work is estimated at 12 months . The target date for the start of work is March 26, 2019 and the completion date is March 26, 2020. 

Upon submission of the Consultant’s submission of his/her outputs, the Project Manager and UNDP shall provide comments within a reasonable time period.  Should there be no comments, the Project Manager shall endorse the Facilitator’s output/s for payment.

G.      Duty Station

The Consultant is not expected to report on a daily basis to the Project Management Office based in BMB in Quezon City.   S/he shall be notified within a reasonable period of time of pertinent project meetings where his/her presence is necessary. 

H.     Qualifications of the Successful Individual Contractor

Minimum passing score is 70 out of 100 points. Shortlisted applicants will be contacted for interview.

I.       Scope of Price Proposal and Schedule of Payments

The financial proposals from possible candidates should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e. transportation/travel to and from residence-Manila and/or within Metro Manila, transportation/travel to outside of Metro Manila, supplies & materials, reproduction, communications including internet). Travel expenses to project-related meetings and workshops outside of Metro Manila shall be paid for by the Project.

J.            Recommended Presentation of Offer

The following documents are requested:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; and
  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

 

K. Criteria for Selection of the Best Offer

The combined scoring method will be used, where Qualifications will be weighted a maximum of 70%, and combined with the price offer which will be weighted a max of 30% (to be computed as a ratio to the lowest priced offer).
