Overview :

Period of assignment/services :6 months with proposed start date 15th April 2019 - Maximum 130 working days

 

The Procurement Services Unit (PSU) within the Bureau of Management Services (BMS) is responsible for managing the procurement function in UNDP. The PSU mandate, among others, includes the development and ownership of procurement policy, the provision of procurement advisory and operational support to country offices and the professionalization of the procurement function.

1. Background

The CREE Procurement Team (Criss Response, Energy & Environment Team) within GPU provides procurement services to UNDP Country Offices globally in areas related to Crisis Preparedness & Recovery, Renewable Energy Technologies and Climate Change and Adaptation. Procurement support in the area of Crisis Preparedness & Recovery includes advisory to COs to strengthen procurement preparedness and responsiveness mechanisms; management of complex procurement requests, prepositioning of critical goods and; support to SURGE mechanisms in-country. Within the areas of Renewable Energy and Climate Change/Adaptation, the CREE Team provides procurement advisory support and manages the provision and installation of equipment and hardware for a wide range of clients.

Such procurement trends are expected to continue and increase in light of focus shifts on early warning climate systems and sustainable technologies, particularly in the context of UNDP’s work in the field of Environmental, Humanitarian and Early Recovery work, the Team therefore aims to develop appropriate supply chain mechanisms to meet UNDP field needs.

In order to positively impact on sustainable development and contribute to reducing carbon footprints and the overall impact on global climate change, focus is to be placed on solutions allowing energy generation on the basis of sustainable/renewable energies.

2. Expected Deliverables:

CREE Team under the scope of Renewable Energy Technologies and Climate Change/Adaptation:

  • Provide direct and advisory procurement services to COs including management of end-to-end processes within the fields of General Procurement and E&E;
  • Support CO colleagues on procurement related aspects in their interactions with National Hydrological and Meteorological Institutions.
  • Ensure supply chain management and develop and manage new vendor agreements/ procurement tools and resources within key item categories related to Renewable Energy, Climate Change (ie. meteorology, hydrology, etc) in order to provide efficient procurement support to CO projects;
  • Provide support to COs to assist with procurement planning and complex procurement processes, whether conducted by COs or PSU;
  • Engage with key stakeholders and clients in the areas of renewable energy and climate change/adaptation;
  • Develop and support efforts to enhance financial sustainability of UNDP procurement operations with focus on internal efficiencies and value for money, e.g. by streamlining internal business procedures, e.g. updating and maintaining the LTA Repository and IC Roster platform; etc.;
  • Conduct procurement processes leading to development of suitable procurement tools, systems, mechanisms and contracts that will ensure timely delivery of equipment to National Institutions fulfilling the identified requirements;
  • Establish and manage the establishment of LTAs, contracts and rosters of technical experts related to the Renewable Energy and Climate Change/Adaptation agendas;
  • Manage and maintain CREE’s Procurement Case Tracking Tool and support in generating spend data and analyses;
  • Support in maintain the CREE LTA (Long Term Agreement) database including data collection on LTAs (UNDP and non-UNDP contracts) relevant to CREE’s scope of deliverables.

3.  Qualification and Experience:

  • Advanced university degree (Master’s degree) preferably in the areas of Business Administration, Engineering or a similar field
  • A minimum of 5 years UN procurement experience is required, including proven exposure to large value and complex procurement operations, and experience with development of tender documents, management of procurement processes, bid evaluation, CAP/RACP/ACP submission and contract management
  • Previous experience with UNDP or another UN Agency would be considered an asset
  • Experience with development of information databases and communication work
  • Familiarity with strategic sourcing methodologies and/or procurement strategy development
  • Previous experience establishing and managing of LTAs
  • Proven experience with management of ATLAS ERP System (or similar ERP system)
  • Professional procurement certification/accreditation (i.e. CIPS 2, CIPS 3, MCIPS or similar) will be considered an advantage
  • Strong IT skills, including extensive usage of computers and office software packages (MS Word, Excel, PowerPoint etc.)

4.  Submission of Proposals: 

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Attached) this includes the Financial Proposal
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  • Closing date: 3rd April 2019 6pm Copenhagen Time Zone

5.  Financial Proposal Fee base: All-inclusive daily fee. 

The term “All inclusive” implies that all costs (professional fees, transportationl costs, living allowances, communications, consummables, taxes etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Payments The consultant will be paid a daily fee based on the number of days worked and not exceeding 130 days

Payments will be based on Certificate of Payment / Time Sheet for the days worked during the respective calendar month and submitted at the beginning of the next calendar month along with a Certificate of payment approved by the Supervisor.

Final payment to be upon satisfactory performance evaluation from the direct supervisor

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel after commencement of the contract, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

6. EVALUATION

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract would be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
