Subject:  ITP/KRT/19/009- Prequalification of Firms for Establishing Individual Consultant Roster                                                                                                                                                    “Addendum No. 1”

Dear Bidders,

The purpose of this addendum is to amend the following Clauses and Sections of the ITP as per the following details:

  • Prequalification Process- Clause No. 2 (Mode of Submission):

    Completed applications as per the requirements stated in the Data Sheet (DS) should be submitted on or before the deadline (14:00 (Sudan time) on 10th July 2019) indicated by UNDP in the e-tendering system or hard copy submission to the following address:

     

    “House7, Block5, Gama’a Avenue, P.O. Box 913 Khartoum, SUDAN”

  • Prequalification Process- Clause No. 6 (Deadline for Submission):

    Any requests for clarification about the contents of the Prequalification Application shall be sent no later than 14:00 (Sudan time) on 10th July 2019.

  • Instructions to Applicants- C (Submission of Application):

    Completed applications as per the requirements stated in the Data Sheet (DS) should be submitted on or before the deadline (14:00 (Sudan time) on 10th July 2019) indicated by UNDP in the e-tendering system or hard copy submission to the following address:

    “House7, Block5, Gama’a Avenue, P.O. Box 913 Khartoum, SUDAN”

A full set of prequalification document (soft copy) can be obtained from the above address.

All other clauses and conditions shall remain unchanged. Only complete bid against this ITP will be considered for further evaluation. The bidders are reminded to submit all the required documents with its initial submission. Bid Submission Form and JV Agreement duly signed should be part of the initial submission.

Together with national and international partners, UNDP Sudan contributes towards achieving peace, stability and sustainable human development to meet the needs and aspirations of the people of Sudan through strategic capacity development initiatives which promotes inclusive, participatory, transparent and efficient governance systems at national and sub-national levels.

The aim of UNDP's programmatic interventions in Sudan is to facilitate peaceful transition from recovery to development and to advance human development, in line with Sudanese national priorities.

Our country plan was developed with the understanding that conflict prevention and peacebuilding, development, and recovery are inextricably interlinked. By enhancing economic recovery and provision of livelihoods opportunities to the people of Sudan, we can provide the strongest incentive for individuals and communities to break out of protracted conflict dynamics and join the peace efforts.

Alongside this, UNDP works towards restoring government and local capacities to mediate and resolve conflicts, strengthen community’s resilience and ensure effective management of natural resources.

United Nations Development Programme in Sudan invites potential and experienced human resources/hiring firms/companies to submit prequalification applications for providing national and international individual consulting services in entire Sudan. The Pre-qualification will be for a period of three years and as and when required by UNDP. Upon completion of the evaluation of the prequalification, UNDP will include the selected firms/companies in the list of prequalified vendor’s pool.

In 2018, UNDP hired more than 100 national and international ICs. It is expected that the same number if ICs will be required in 2019. Below list provides a brief detail about the nature and types of individual consulting services (national and international) that UNDP will undertake while implementing its projects, these are indicative activities and UNDP may include additional activities as it may require:

  1. Conflict Analysis Consultant;

  2. Strategy Development Consultant;

  3. Consultants on Psychosocial Support Women`s Prison;

  4. Technical assistance for supporting/strengthening the Justice;

  5. Human Rights Jurisprudence consulting services;    

  6. Human Rights treaties consulting services;

  7. Training on Human Rights Based Approach;

  8. International Criminal Investigation consulting services for the Special Court

  9. Microfinance Specialist;

  10. Weather Index Insurance Specialist;

  11. Weather Index Insurance Specialist;

  12. Consultants to support establishment of SDG Indicators Framework;

  13. Terminal Evaluation of the climate change project;

  14. Economic Policy reforms Consultant;

  15. Developing a Nationally Appropriate Mitigation Action (NAMA) for Promoting the Use of Electric Water Pumps for Irrigation;

  16. Market Survey for Efficient Air Conditioning and Lighting Appliances;

Prequalification Application Process

  1. Interested companies and/or associations/joint ventures must fill in the UNDP Pre-qualification Application and submit relevant documentation/information as to demonstrate that they are eligible and qualified to perform hiring/human resource services as and when required by UNDP. In principle, UNDP intends to use the outcome of this exercise for pre-qualification purposes in the context of procurement actions/opportunities that may arise in the next three years starting from July 2019 till June 2022.

  2. Completed applications as per the requirements stated in the Data Sheet (DS) should be submitted be submitted on or before the deadline indicated by UNDP in the e-tendering system. Documents must be submitted in the online e-tendering system in the following link:

    You are kindly requested to indicate whether your company intends to submit a Proposal by clicking on “Accept Invitation”.

    In the course of preparing and submitting your quotation, it shall remain your responsibility to ensure that it submitted into the system by the deadline. The system will automatically block and not accept any bid after the deadline. Kindly ensure that supporting documents required are signed and in the pdf format, and free from any virus or corrupted files.

  3. Applications received after the above deadline will not be considered. Documents sent by hand or email will not be accepted.

  4. At any time prior to the deadline for submission of Prequalification Document, UNDP may, for any reason, whether at its own initiative or in response to a clarification requested by Applicants, modify the Prequalification Application and its attachments by amendment, including through provision of supplementary information.The amendment will be posted on the UNDP website.

  5. If you need to request additional information, please write to and copying mehdi.khalili@undp.org. The team will provide necessary information within due date. However, any delay in providing such information will not be considered a reason for extending the submission date of PREQ. All/any query regarding the submission of PREQ may be sent prior to the deadline at the e-mail mentioned above.

  6. Any requests for clarification about the contents of the Prequalification Application shall be sent no later than 18th June 2019.No phone calls will be accepted. Answers to questions/inquiries will be posted on UNDP web pages, and other web pages, on which this PREQ is posted.

  7. Completion of the Prequalification Application and submission of relevant documentation is compulsory as indicated in the Data Sheet.Applications with incomplete submissions shall be disregarded.

  8. All applicants are required to comply with Local Government Regulations.
