BACKGROUND

The UN Pacific Regional Anti-Corruption (UN-PRAC) Project is a joint UN Development Programme (UNDP) and UN Office on Drugs and Crime (UNODC) initiative, funded by the Australian Government, aimed to support Pacific Island Countries (PICs) to strengthen their national integrity systems. 

The UN-PRAC project is currently in its second phase with duration of 2016-2020. It aims to help Pacific Island Countries fight corruption by (i) promoting the accession to United Nations Convention against Corruption (UNCAC) and support Pacific States parties to actively participate in the UNCAC review process (ii) supporting PICs to strengthen national anti-corruption legislation and policies, as  well as institutional frameworks and capacities to advance their effective implementation of UNCAC                    (iii) providing support on the demand side of accountability, mainly through support of stronger engagement of non-government actors in the oversight of corruption, and in design of tools for more transparent service delivery.

With UNCAC and Sustainable Development Goal (SDG 16) as key mandates of the work of the Project in the Pacific region, UN-PRAC engages with national Parliaments, Governments, integrity units, and non-State actors in Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Palau, Papua New Guinea, Nauru, Niue, Solomon Islands, Samoa, Republic of Marshall Islands, Tonga, Tuvalu, Tokelau and Vanuatu.

Since its inception, the Project has actively promoted the implementation of preventive measures through Chapter II of UNCAC. Regional initiatives including the fight and prevention of corruption is not the sole responsibility of Governments, and comprehensive integrity frameworks capture the role of non-State actors and citizens. The role of non-State actors in advancing accountability have also been cited in the “The Pacific Roadmap for Sustainable Development”, the Framework for Pacific regionalism and other regional framework/policies.

UN-PRAC would therefore like to engage a consultant that will provide a comprehensive report and analysis of current trends of the involvement of non-State actors and citizens in corruption prevention in the Pacific using provisions under Article 5(1), Article 10, Article 12 and Article 13 as a guide. The outcomes of this assignment will inform the Pacific Regional Anti-Corruption Conference in Kiribati on 28-31 October 2019 and the future work of UN-PRAC.

DUTIES AND RESPONSIBILITIES

Scope of Work

The main purpose of this assignment is the production of a knowledge product that documents and provides an analysis on the “participation of society” and general involvement of citizens and non-state actors in the Pacific region using provisions under Article 5(1), Article 10, Article 12 and Article 13 as a guide.

The knowledge product would be a report (indicatively 20 pages) which will include infographics, figures and illustrations that will creatively present the findings of the assignment. The consultant is to provide an analysis of current trends, perspectives and identify gaps in implementation across the region. The report which must include an executive summary will guide discussions at the Pacific Regional Anti-Corruption Conference in Kiribati and inform the future work of UN-PRAC. The consultant will also prepare a PowerPoint version reflecting on the key messages of the report.

 

Expected Outputs and Deliverables

  • Conduct research and present a comprehensive analysis of best practices of the participation of non-State actors and citizens in the Pacific region using provisions under Article 5(1), Article 10, Article 12 and Article 13 as a guide.
  • Provide background information and examples of global best practices on the engagement of non-State actors in corruption prevention that could be contextualized to the Pacific
  • Based on findings, suggest feasible recommendations for next steps for the Pacific and an executive summary which can be discussed at the Regional Anti-Corruption Conference

Institutional Arrangement

The Consultant will be reporting to the UNDP Anti-Corruption Specialist and UNODC Anti-Corruption Adviser. The Consultant is obliged to submit a final report after the finalization of the assignment, containing reflections on the performed tasks, deliverables, observations and recommendations for future steps. 

 

Duration of the Work

The consultant will be required to work for a period indicatively for 15 days between June and August 2019.

Duty Station

The Consultant will be working under the supervision of the UNDP Anti-Corruption Specialist and UNODC Anti-Corruption Adviser. During the assignment, the Consultant will work from home.

  • Ability to work under pressure and tight deadlines;

 

REQUIRED SKILLS AND EXPERIENCE

Educational Qualifications:

Minimum University Degree in Education, Law, Public Administration, Public Policy, Social Sciences or related field.

Experience

  • Minimum 10 years of legal experience, preferably in the anti-corruption area at the national, regional or international levels;
  • Experience in writing on governance topics for non-governmental or international organizations is required;
  • Good understanding of and/or background in one or more of the following areas of specialization: development; and/or democratic governance/anti-corruption;
  • Proven record in advanced drafting and/or producing knowledge products, preferably in the area of development;
  • Knowledge of UN, including UNDP/UNODC terminology, language and style is an advantage.
  • Experience in the Pacific is an advantage

 

Language requirements

  • Fluency of English language is required;

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on the Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

The total contract price, inclusive of the above elements, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

 

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 70%-30%.

* Financial Criteria weight; 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment. [Only request b) If applicable. A methodology is recommended for intellectual services, but may be omitted for more support services]
  • Financial proposal, as per template provided in Annex II. Note:  International consultants must quote prices in United States Dollars (USD).
