UNDP Mauritius invites interested companies/consultants to apply on the following:

Summary of proposal:

The UNDP has a long history of extending technical and financial support to the Government of Mauritius. New technologies are transforming economies and societies across the globe, shaping a future that is irrevocably digital, increasingly connected and on constant hyperdrive. The evolution, diffusion, and convergence of technologies continue --- rapidly in some parts, slowly in others, but everywhere disrupting the way we do business, shifting whole industries, redefining institutions and people’s engagement with them, and changing how we live overall.

The pathway towards sustainable development recognizes the important role of technology, and many efforts leverage this role as discreet or significant elements of priorities in specific sectors (e.g., adoption of information and communications technologies/ICTs to improve education outcomes, modernization of public systems and processes to improve delivery of key public services, automation in industries to cut costs and improve efficiencies, smart systems to improve city operations, online portals to strengthen government engagement with people, Artificial Intelligence to harness and manage data, connectivity to boost entrepreneurship and competitiveness, etc.).

More is needed however to fully leverage the digital revolution for the advancement of the SDGs as a whole, to not only harness the potential of digital technologies to achieve select sectoral priorities but to leverage digital transformation itself as a pathway to sustainable development.

In this context, the UNDP is invited interested Individual Consultant to submit an Expression of Interest in a bid to furthering support at the national level with respect to innovation and digitalization

The Contractor shall provide the following goods/services:
•    Lead and manage the collection of relevant materials and data from the Government
•    Support the desk review of all relevant materials and data collected and the conduct of the diagnostic overall (for relevance, completeness,      gaps) for innovative and digitalization projects
•    Identify contacts or experts across sectors who may need to be engaged in the process, facilitating validation of data and materials as necessary
•    Assist the review of the draft results of analysis for accuracy and completeness
•    Identify stakeholders who need to be in the consultations
•    Prepare background documents, coordinating preparations of materials for management/leadership
•    Manage the logistical preparations and arrangements for the consultations (venue, catering, participants list and invitations, participants materials, etc.)
•    Support the conduct of consultations (scheduling and managing appointments, etc.)
•    Drafting mission/workshop reports
•    Designing Project document in innovation and digitalization field for the UNDP Mauritius

Outputs:
Outputs for the Republic of Mauritius include-
•    Support Government and stakeholders bridge the gaps in alignment with the SDGs.
•    Design Project document in consultation with various stakeholders
    Outcomes for the Republic of Mauritius and UNDP Country Office include-
•    Increase public sector efficiency
•    Improvement in Global Innovation Index ranking

 

Eligibility criteria:

Master’s degree in in Social Sciences, International Relations, Political Sciences or related field.
    
At least 10 years working experience in the ICT Sector, civil service/ grass-roots level or in the private sector

Project Management Skills- Proven experience in setting innovative projects; Certification from a Recognised Institution

(Only short-listed Consultants shall be considered for the bid solicitation – Technical and Financial Proposals)

Interested Consultants must provide information indicating that they are qualified to perform the services (Description of similar assignments, experience in similar working environments, availability of appropriate inter-personal skills; excellent communication in English; Working knowledge of French desirable but not essential). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedure set out in the UNDP Procurement Guidelines and UNDP Financial Rules and Regulations.

The EOI and accompanying documents must be received at the procurement.mu@undp.org by midnight 30 June 2019 (Mauritius time - GMT +4 hours)  clearly labeled subject “EOI: Innovation/digitalization” and a motivational letter to address the specific expertise of the Applicant.

Documents sent by individual e-mail or facsimile will not be accepted. EOI received after the above deadline will not be considered.

EOI from Applicant failing to provide the requested information will be disregarded. Invitations to bid and any subsequent purchase order will be issued in accordance with the rule and procurement procedures of UNDP.

This EOI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserves the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant/s of the grounds.
