Overview :

Overview:

UNDP South Sudan County Programme for the period 2019-2021 focuses on three interlinked and mutually reinforcing pillars: strengthened peace infrastructures and accountable governance; inclusive and risk informed economic development; and strengthened institutional and community resilience. The three respective teams will deliver the three pillars: Governance and Responsive Institutions for Peace team– GRIP; Strategy, Policy and Capacities for Economic Management team – SPACE; and Stabilization, Recovery and Resilience team – STARR.

UNDP Requests for Proposals from national and international Non-Government Organizations (NGO) and Private Sector Actors (PSA) for potential partnership with over the period (2019-2021) of the country programme. For purposes of this call, Non-Government Organizations include those that are registered as such as well the private firms engaged in the relevant work. The themes include:

Development and Investment Plans: The NGO/PSA is expected to support efforts for participatory and gender-responsive planning, budgeting and monitoring at all levels of governance – Boma, Payam, County, State and National. It also includes cluster/sector investments plans, for instance based on the 5 clusters of the R-ARCSS – Governance, Economic, Services, Infrastructure, and Gender and Youth.

Statistics for evidence-based decision making: The NGO/PSA is expected to support efforts related to building capacities of government and non-government counterparts, design instruments, undertake data collection and analysis and track progress towards national priorities and the Sustainable Development Goals.

SDG Engagement and action: The NGO/PSA is expected to support the “One Million Youth SDG Partnership in South Sudan”. The main activities include engaging the youth, capturing their SDG-related actions, monitoring progress and measuring impact.

Oversight and Effectiveness: The NGO/PSA is expected to support participatory mechanisms to enhance oversight and improve transparency and accountability at all levels of governance, including in public funds, frameworks as well as agreement. Examples include tracking of partner investments, better cooperation, dialogue and mutual accountability.

Building local economies: The NGO/PSA will support the reinvigoration of targeted local economies. The NGO/PSA may target different entry points, notably, local revenue systems; anchor institutions for procurement and jobs; local resources such as cattle or wildlife; local needs such as building a water economy.

NGOs/PSAs interested in being considered for the UNDP NGO/PSA Roster are requested to respond to this request for proposals.

UNDP will review each application against the roster requirements and place successfully prequalified partners in the most relevant roster thematic areas.
