Overview :
UNDP Vietnam is seeking for National Consultants (01 Team Leader, 01 Team Member) for rapid assessment of the services for People with Disabilities (PWDs) and landmine/ Explosive Remnants of War (ERW) survivors in Quang Binh and Binh Dinh.


The objectives of this assignment are to 1) review and assess the current support services for PWDs and landmine/ERW victims via policies and regulations, including policy gaps in providing support services for PWDs and landmine/ERW survivors in line with CRPD, and with examples of good practices from other countries applicable for Vietnam context; 2) evaluate availability, accessibility and affordability of the service delivery for all2 PWDs and landmine/ERW survivors provided by different types of service providers, including health care, rehabilitation, integrated education, income generation, livelihood and other social and judicial support, including for senior citizens in general, in Quang Binh and Binh Dinh; and 3) provide recommendations for policy and relevant model application to improve service provision in the two provinces in particular and nationwide in general.
The selection will be on a competitive basis and will comply with UNDP procurement regulations.

NOTE:

Amendment to TOR of Procurement Notice (Ref.No: K-190823):

With reference to the Procurement Notice K-190823 advertised on 27 August 2019, UNDP Vietnam now wishes to amend the solicitation documents.

The following changes have been introduced in the Procurement Notice:

1. Annex 1 - Terms of reference - Article 6) Expected outputs and deliverables - Activity 3: 

Evaluate availability, accessibility and affordability of the service delivery in the two provinces (including short field visits, maximum 2 trips, 4 days/trip/person)

All other paragraphs, sections and conditions of the Procurement Notice, except as amended herein, shall remain unchanged.
