UNDP Vietnam is seeking for 02 National Consultants for a study on Fiscal Decentralization in Viet Nam 

Viet Nam, like many other countries, has been applying fiscal decentralization as a tool to empower local levels to generate local revenues, and manage and utilize resources effectively to ensure the fast, sustainable and equitable growth.  The key considerations (as well as rationale for international development partners advocating fiscal decentralization) include: local government institutions have better knowledge of local needs, are more capable in devising and implementing (best fit) local solutions and are more easily held accountable by local people and constituencies for their performance in promoting growth and providing public services, and achieving socio-economic development targets/goals.

Legal and policy frameworks have been developed and implemented along these lines, for example: the state budget law that specifies budget planning, appraisal and approval, revenue collection and state budget spending responsibilities of the central and local governments and formulas for “revenue sharing”/”unconditional budget transfers from central government to local governments; the public investment law and FDI policies that have decentralized public investment and FDI project selection, appraisal and approval, implementation and monitoring to local governments, etc.

To contribute to the formulation of the Viet Nam’s socio-economic development strategy (2021-2030), plan (2021-2025), finance strategy (2021-2030) for achieving Viet Nam’s SDGs, UNDP in partnership with the Ministry of Finance and the Ministry of Planning and Investment is conducting a review of fiscal decentralization. This TOR is developed to procure the services of two national consultants to work with UNDP Economist Team in conducting the above-mentioned study.
