The Government of Botswana (GoB), through the Department of Energy (DOE), in collaboration with the United Nations Development Programme (UNDP) are implementing a project titled “Promoting production and utilization of Biogas from Agro-waste in South-Eastern Botswana (Biogas Project)”. The Biogas Project seeks to facilitate low-carbon investments in the production and utilization of biogas from agro-waste in South-Eastern Botswana. The project aims to assist the government through the following three components:

1. Institutional strengthening and capacity development;
2. Facilitation and establishment of biogas plants; and
3. Setting up of utilization and knowledge platforms.

The overarching goal of Botswana’s energy policy is to provide affordable, reliable and adequate supply of energy for sustainable development, as well as to improve access to and efficient use of energy resources. The policy advocates for both on-grid and off-grid renewable energy applications, stating that the GoB will support and facilitate initiatives that increase the contribution of renewable energy to the energy supply mix in order to attain energy supply security and low carbon portfolio. Botswana having ratified the United Nations Framework on Climate Change Convention (UNFCCC) has committed to reduce the Green House Gases (GHGs) emissions by 15% (from 2010 emissions level) by the year 2030. Botswana further committed to conducting the necessary legislative review, develop a climate change policy and institutional framework supported by relevant strategies to achieve the intended targets.

To that end, the Government of Botswana through the Department of Energy and with the support of the United Nations Development Programme (UNDP) wishes to engage an experienced Individual Consultant to develop Biofuels Guidelines for Botswana and the associated action plan that will be used to effectively operationalize the Biofuels Guidelines.
