Background

Project Title: Eighth Cycle of the Global Environment Facility (GEF-8) Replenishment Negotiation Process

 

Project Description

 

The Global Environment Facility (GEF) – currently at its Seventh Cycle, is considered as the largest funder of environmental projects in which it serves as a financing mechanism to meet the objectives of the international environmental conventions and agreements, such as the United Nations Convention on Biological Diversity (UNCBD), the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Convention to Combat Desertification (UNCCD), the Stockholm Convention on Persistent Organic Pollutants (SCPOPs), and the Minamata Convention on Mercury.

 

With a little more than a year left before the GEF-7 draws to a close, the preparation for the GEF-8 replenishment process started. The replenishment process will serve as venue for donor countries to review GEF performance and evaluate progress, assess future funding needs, and to agree on the GEF financing framework and programming directions for the GEF 8TH cycle. Series of meetings will be conducted throughout the replenishment process, wherein representative from non-donor recipient countries such as the Asia region, NGOs/CSOs and the private sector, will also be invited to join the meetings as observers but with opportunity to raise comments/suggestions in behalf of the group being represented.

 

The GEF Operational Focal Point (OFP) for the Philippines, Undersecretary Analiza Rebuelta-Teh, was designated to serve as the Asia Regional Observer representing all recipient countries in the Asia region – composed of twenty (20) member countries, namely; Afghanistan, Bangladesh, Bhutan, Cambodia, Iraq, Jordan, Laos, Lebanon, Sri Lanka, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Thailand, Viet Nam, Indonesia, Philippines, Syria, and Yemen.

 

Its main role is to attend all closed-door negotiation meetings in order to raise concerns and inputs according to country needs and priorities of the above-mentioned countries. The GEF-8 Replenishment process will have four (4) meetings to be conducted from April 2021 up until March 2022, as follows:

 

•    First Meeting: April 22-23, 2021

•    Second Meeting: September 29-October 1, 2021

•    Third Meeting: January 17-19, 2022

•    Fourth Meeting: March 14-16, 2022

 

A meeting among the Asia Region will also be conducted before and after each of the above meetings to provide feedback and gather inputs from all Asia recipient countries.

 

In view of the critical task to generate/consolidate country positions from among the countries of the said Asia Region and formulate the official statements/inputs to be raised by the GEF-OFP for the Philippines, as the Asia Regional Observer, during the GEF-8 Replenishment Meetings, the engagement of an Advisory Support Specialist to the OFP is necessary to successfully deliver the tasks.

 

 

Duties and Responsibilities

Objectives and Scope of Work

 

The consultant’s main task is to provide guidance/advisory support to the GEF-OFP through the following:

 

Review of Documents

 

Thorough review of the replenishment documents, which include the draft GEF-8 Replenishment Documents and its proposed Programming Directions/Framework, GEF Policy Agenda, GEF Financial Structure, to be posted by the GEF Secretariat on the GEF website before every replenishment meeting to be able to produce proposed inputs/recommendations of the country.

 

Gather agreements during the previous COPs of MEAs UNFCCC, UNCBD and UNCCD including Stockholm Convention on POPs, Montreal Protocol, and Minamata Convention on Mercury and propose how the replenishment can support the implementation of these agreements

 

Review of other pertinent documents such as GEF 7 Overall Performance Study (OPS7) report and GEF Report to Conventions, among others, are also necessary.

 

The consultant is expected to provide an analysis on each of the document as a rich source of information that would further enhance the replenishment document using the lens of the Asian Region.

 

Data Analysis on country priorities

 

Conduct research and analysis on the relative needs and priorities of each of the member countries of the GEF Asia Region. The consultant is expected to conduct a research on the current conditions and priorities of the twenty (20) Asia region member countries in relation to ENR sector (e.g. the respective country development plan, priority programs, ENR frameworks, plans for sustainable and inclusive recovery, etc.).

 

The information gathered will enable the OFP to get a better grasp of the current situations in each of the country in order to craft more appropriate statements that will capture the priorities of all member countries which are aligned to the GEF programming directions.

 

The Consultant is also expected to design a platform for generating comments/suggestions suitable to the participating countries in the Asia region and develop a framework for Asia group on how to mobilize more financing for ENR conservation and protection, addressing climate change 

 

Analysis of the consolidated country feedback

 

One of the key tasks of the OFP as the Asia Regional Observer is to consolidate all inputs and suggestions of all Asia region member countries and raise them in the replenishment meetings. The consultant is expected to provide support in the consolidation, assessment and synthesis of all inputs and suggestions by determining the similarities and the most pressing issues and priorities that need to be raised in the replenishment meetings.

Institutional Arrangements

 

  • Technical supervision shall be provided by the Climate Action Team Leader, UNDP.
  • The said consultant shall closely coordinate with the GEF-Philippines Operational Focal Point (GEF-OFP) and the DENR-FASPS as the OFP Secretariat.
  • The GEF Secretariat at PPD-FASPS will provide the necessary assistance to the consultant particularly in the gathering of relevant documents e.g. GEF Sec reports to Conventions and COPs Agreements, among others.
  • The Project will provide the consultant workspace at the DENR FASPS Office.

 

Duration of Work

 

  • The consultant is expected to be engaged for a period of 61 days spread over 12 months from April 2021 to March 2022 or until the completion of the GEF-8 Replenishment Negotiation Process. This includes the attendance to the pre- and post-meetings of the Asia Recipient Country Group apart from the actual replenishment meetings.
  • UNDP and DENR will be given an estimated one week to review outputs, give comments, and certify approval/acceptance of outputs

The successful Individual Contractor should meet the following minimum qualification

 

Education

  • University degree in Environmental Planning, Urban and Regional Planning, Project Management, Social Sciences or other related fields

 

Experience

  • At least 5 years of experience managing or providing technical advisory support for GEF-DENR Projects or other environmental projects of international development agencies (ie UN, ADB)
  • At least 5 years’ experience or familiarity on GEF programming cycle and policies
  • At least 10 years of previous work experience on environment and natural resources planning and research;
  • At least 10 years experience working with key National Government Agencies

 

Language

  • Proficiency in English

 

Scope of Price Proposal and Schedule of Payments

 

The financial proposals from possible candidates should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e. transportation/travel to and from residence-Manila and/or within Metro Manila, supplies & materials, reproduction, communications including internet). Travel expenses to project-related meetings and workshops outside of Metro Manila shall be paid for by the Project based on the UNDP DIM Rates.

Criteria for Selection of Best Offer

The combined scoring method where the qualifications will be weighted a maximum of 70% and combined with the price offer which will be weighted a max of 30% shall be adopted.
