We kindly request you to submit your quotation for Online system for the Ministry of Justice, as detailed in Annex 1 of this RFQ.  When preparing your quotation, please be guided by the form attached hereto as Annex 2.

Quotations  are requested for :

The design, programming and backend development of a website. The use of open-source content management system, such as Joomla, WordPress or Drupal is welcome. The design, programming and backend development of a website. Website for the providing support to the DGCI.

Context:

Facilitate and help citizens and migrants to obtain important information on:

Layout 

Scale:

Responsive web design that works on desktop screens, tablets and mobile devices.

Visual Design and Aesthetic 

Artistic Work:  

• Design User Interface, Layout, Colour, Typography, Icons, Pictures, Infographics and other visual aspects of the website.

 

 

 

• Define the visual identity of the site, in line with pre-designed communication materials developed by UNDP. 

 

Other Requirements:

• Liaise regularly with programmers & UNDP Guinea Bissau

• Be open to the consultative process: Receive feedback on designs and make revisions.

• Determine technical requirements when designing webpage layouts.  

 

Programming 

Technical  Work:

• Develop, stage & test effective code structures. • Use best software development practices. • Integrate data with back-end services and databases. • Be responsible for the website’s upkeep & maintenance, security and session management. • Diagnose problems with creative solutions. • Use diagnostic and analytic tools. • Conduct Search Engine Optimization. • Initiate periodic testing. • Implement contingency plans for a systems failure.  • Ensure browser compatibility, a back-up system & traffic statistics, including geomapping functions.  

 

Other Requirements:

• Liaise with designers and UNDP Guinea Bissau. • Train DGCI staff on how to use the Content Management System for easy cataloguing of information and updating of data. • Possess organizational skills to juggle tasks within the constraints of timelines and budgets. 

 

Functionality

• Develop a website in Portuguese;

• Allow the flexibility to add and edit content via templates.

• Use a blog-style text editor to feature news/events/video. Also have the possibility to link to news articles published elsewhere.

• Include the possibility of sharing information via social media

• Present partner logos and information on partners.

• Present existing platforms

• Present resources and useful information

• The home page should include dynamic content to demonstrate content updates, but should be quickly displayed (even if with weak limited connection)

• Include a space for communities to dialogue

 Maintenance :

• Set database backups and full site backups. Store these on a separate web server. Every 3 months, check backup health by restoring the most recent backup to a separate web server.

• Apply available patches and software updates for any software or plugin the site relies on (e.g. PHP, Perl, DotNet/ASP, content management systems, etc.)    

• Run a link checker to crawl the site and look for broken links. Check for 404 errors and resolve these by fixing links or redirecting. Maintain high search engine rankings

• Check website loading speed. Identify and fix issues that might be slowing down the site. Spot trends (good or bad) in the site’s speed performance.         

 • Check that all pages on the front end of the website are loading without errors.                                                                                                                                

  • Review and resolve any issues with emails sent from the web server.                 

• Review and update tags and keywords for search engine optimization.              

• Identify structural issues that may affect how search engines view the site.    

• Conduct analytics to highlight the most important metrics for the site. Look for trends (good or bad) in the key statistics. Assist in tweaking the content to suit.

• Test any important functionality like filling out signup forms, sharing posts etc. to make sure everything is working. Check all error log files, and address them.                                                                                            

 • View and navigate the website to ensure that it looks and displays properly on the regularly updating versions of all the browsers and mobile devices.                

• Monitor the uptime logs. If uptime is less than 99.9% then consult with web hosts to provide a solution.    

• Remove any unneeded website extensions and inactive website administrators.                                                                                                                  

 • On an annual basis, update the copyright date in the footer and in any other references.                                                                                                                        

  • Register and renew the domain name in a timely fashion.                                  

  • Review each page of the site for content accuracy and consistency of fonts, photo sizes etc.                                                                          

 • Update content such as text, images and other media when needed.

• Make sure the backend system of updating content works efficiently.      

Upon Completion of Each Service

• Submit all working design files to UNDP Guinea Bissau. 

 

 

• Possibly renew contract for maintenance services. 

Note

Due to the evolving nature of the initiative, the UNDP may request some changes or additions to aspects of design and/or programming in the future, after the launch of the website.
