Overview :

South Sudan has suffered nearly four decades of armed conflict witnessing serious human rights violations in the country. Since 2013, civilians have been subjected to widespread human rights violations and abuses, including killing, injury, abduction, sexual violence, and destruction of properties. Persons with disabilities are one of the most vulnerable groups in post-war and post-conflict situations, experiencing the highest levels of violence, abject poverty, stigmatization, and exclusion.

The Revitalized Transitional Government of National Unity (R-TGONU) has taken steps towards rebuilding South Sudan in line with the R-ARCSS including the crucial role of truth, reconciliation, and healing. The R-TGONU has set up a Technical Committee to design a law establishing a Commission on Truth, Reconciliation, and Healing (CTRH). By its very nature, the CTRH will enable the country to acknowledge its past violence; help the truth to be known publicly by hearing from both victims and perpetrators; enable justice to be done; and support victims and the society to move beyond the painful past into a united and peaceful future. In turn, it will signal the way forward to ensure grave violations of human rights never happen again.

In this regard, the program is seeking competent and reputable registered Civil Society Organizations (CSOs), non-governmental organizations, or community-based organization to promote participation of Persons with Disabilities in transitional justice processes, specifically in the design of the legal framework of CTRH conduct outreach and training activities on Truth, Reconciliation and Healing in the Bentiu.

  1. OBJECTIVES AND EXPECTED OUTPUTS/ DELIVERABLES 

 

The objective of the grant is to promote Inclusive participation of Persons with Disabilities (PWD) in all aspects of transitional justice processes (design, implementation, evaluation) can be important not only in fostering local ownership and perceptions of legitimacy but also as an opportunity to empower PWD and challenge a range of exclusions and power relations at local, national, and international levels through:

  • Form a network/group of PWD and meaningfully engage them in leadership of efforts to pursue truth, justice and accountability for human rights violations and abuses committed.
  • Develop the capacity of PWD in order to ensure their vital participation in the transitional justice processes;
  • Engaged, trained and developed the capacities of local-level disability advocates/groups in a range of coreskills and competencies with the aim to facilitate and sustain highly effective participation in the CTRH process;
  • Reach out to over 2000 victims of PWD, seek their views on the design of the legal framework of CTRH;
  • Carry out trainings for over 50% of the victims of PWD about rights, leadership, advocacy skills, public speaking;
  • Improve collaboration, coordination and cooperation amongst PWD groups to pursue truth, justice, and accountability. 

The organisations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of PWD’s during the period of implementation. 

Expected results will include the following:

  1. PWD-led initiatives are strengthened, more directly engaged in and inform the design of the legal framework and implementation of transitional justice process.
  2. PWD victims are more equipped to identify and respond to the underlying factors that enabled these violations to occur.
  3. Voice of PWDs, their personal narratives of lived experiences in post-conflict are documented.
  4. network of PWD’s grassroots organization are trained PWD’s in conflict analysis and resolution.
  5. form strong linkage among PWD organizations in the fight for truth, justice and healing.
  6. reach out to 2000 victim’s and survivor’s of PWD’s and raise awareness on the CTRH processes.
  7. conduct specific outreach via radio and posters to encourage PWD’s to participate in the CTRH processes;
  8. trainings over 50% of the PWD victim’s and survivor’s about rights, leadership, advocacy skills and, public speaking; and
  9. Engage traditional and religious leaders on PWD’s right through dialogues, public meetings, drama, outreach awareness sessions, radio and other media engagement.
