Overview :

South Sudan is emerging out of a brutal conflict that killed thousands and displaced millions of its citizens since the civil war broke out in 2013 barely two years after its independence. In 2018, after months of negotiations following the collapse of the 2015 agreement, various political and armed groups signed the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS). Despite their numerical strength, the women and youths in South Sudan from the age of 15-40-year-old found themselves stuck in unimaginable generation-threatening challenges. The women and youths did not meaningfully participate in political and civic decision-making. This situation is even becoming worse among the young people in rural counties who are prone to communal conflicts. The women and youths continue to be marginalized from effectively participating in the peace process despite the pivotal contribution they can bring to peace building. 

In a community were a diversity of women and youths have skills and opportunities to actively contribute to peace-building at the national and local levels, collaborating across gender and generational-based divides, and if women and youths positive contributions are acknowledged, accepted, and celebrated by the community-at-large, then women and youths will play a greater role in advancing the underlying peace-building principles of the R-ARCSS, solidifying their vested interest in upholding the peace agreement because they will have a greater sense of ownership of the peace process.

In this regard, the program is seeking competent and reputable registered Civil Society Organizations (CSOs), non-governmental organizations, or community-based organization to strengthen women and youths Participation in transitional justice processes, conduct outreach and training activities on Truth, Reconciliation and Healing in Unity State.

 

  1. OBJECTIVES AND EXPECTED OUTPUTS/ DELIVERABLES 

 

The objective of the grant is to strengthen women and youths Participation in transitional justice processes, conduct outreach and training activities on Truth, Reconciliation and Healing in Unity state through:

  • To equip women and youths with skills and opportunities to contribute to the peace process at the local and national level, reinforce their collective power, and challenge the social stereotypes and barriers that hinder their equal participation.
  • Raise awareness on the CTRH bill to key stakeholders including traditional and religious leaders, Women & Youth groups and affected communities and seek their views on the CTRH processes;
  • Form a network of women and youths and meaningfully engage them in leadership of efforts to pursue truth, justice and accountability for human rights violations and abuses committed;
  • Reach out to over 2,000 women and youths, seek their views on the design of the legal framework of CTRH;
  • Carry out trainings for over 50% of the leaders of women and youth groups about rights, leadership, advocacy skills, public speaking; and
  • Improve collaboration, coordination and cooperation amongst the network of women and youth organizations pursuing truth, justice, and accountability.

The organisations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of PWD’s during the period of implementation. 

Expected results will include the following:

  1. support and increase youth programming that builds their capacities in peace building, reconciliation and nations building processes so that youth can become active citizens and civically engaged especially in building peace and development in the rural areas. 
  2. establish more youth peace networks at subnational levels to build a critical mass for policy influence, promote collaboration and joint programming.
  3. support stakeholders to undertake advocacy and awareness of the CTRH legal framework both the bill and subsequently the act when enacted
  4. establish specific programs that further amplify the voices of women and youths in peacebuilding processes. 
  5. support the existing women groups to undertake advocacy and awareness of CTRH legal framework and promote the establishment of new ones including building their capacities in leadership skills, governance, confidence building training including public speaking.
  6. strengthen peaceful coexistence and address immediate peace issues; grazing land, water resources, pastoralists and agricultural communities. 
  7. develop context specific peace messages, translated and disseminated at grassroots levels using peace building strategies such as arts, sport, dances, wrestling and radio distribution.
  8. support the capacity building of young people on positive use of social media for social change. This ensures young people become champions of peace using social media. Support to social media advocacy and campaigns will be instrumental in raising voices of youth in the peace process.
