Request for Expression of Interest (REOI) for provision of Operation and Maintenance (O&M) of installed solar PV systems with women’s participation

The United Nations Development Programme (UNDP) Afghanistan, Country Office invites qualified firms to submit their Expression of Interest for provision of Operation and Maintenance (O&M) of installed solar PV systems with women’s participation as part of Sustainable Energy Services for Education and Health in Afghanistan (SESEHA) project.

Objective

UNDP Afghanistan seeks to identify appropriate and qualified vendors, conduct a bidding process and based on the results establish a contract for provision of Operation and Maintenance (O&M) of installed solar PV systems with women’s participation.

Project and background

Sustainable Energy Services for Education and Health in Afghanistan (SESEHA) aims to support adoption of renewable energy and energy efficiency measures in public facilities (primarily in the health and education sectors) for the sustained delivery of essential services for meeting basic human needs. This proposed project will contribute to improve to achieve Energy access enables improvements in infrastructure and essential services for meeting basic human needs.

Expected services and responsibilities

The UNDP Afghanistan will contract with a qualified energy services company or firm to provide operation and maintenance (O&M) of solar PV systems that are already installed in public facilities i.e. health and educational institutions located in various districts of Afghanistan. The qualified firm must have the institutional capacity and required license to operate as an energy service company or license holder for managing the electricity distribution network in a given region or registered as Independent Power Producer (IPP) with Da Afghanistan Breshna Sherkat (DABS). The qualified firm must be able to manage the collection of revenue from these public facilities for the units of electricity consumed from the solar PV system as well as grid (as applicable) and take care of O&M of the installed solar systems for minimum period of one to two years.

There are 200 systems with the following specifications located across 15 provinces of Afghanistan. The main components of one system are as follows. The same specifications are replicated across 200 systems.

  • 8.8 kWp of solar PV capacity
  • 11 kVA capacity of the solar hybrid inverter
  • 28.8 kWh of battery storage (12 batteries each of 200 Ah)

Eligibility Requirement

UNDP requires complete document submission as specified below to select partners based on their financial stability and track record in terms of past projects, performance, and organization.

Information to be provided -

  • Profile of the firm, organizational setup, product/services range proving relevance to the requested scope; size, location, resources, areas of expertise, years in business for each project/policy area, client list, etc.
  • The list of key personnel with description of their qualification and work experience.
  • A license to operate as an energy service company or license for managing the electricity distribution network in a given region or registered as an Independent Power Producer (IPP) with Da Afghanistan Breshna Sherkat (DABS).
  • Litigation and arbitration history within the last three (3) years.
  • Status of financial standing.
  • List of past contracts clearly demonstrating expertise in the design and implementation of energy projects including renewable energy systems and in providing ESCO services such as energy audits; project financing; operation and maintenance services; performance-based contracts; energy supply competencies such as development and/or implementation of distributed generation, cogeneration, or combined heat and power (CHP) projects.
  • Financial statements and certified audit reports of the firm for the last 3 years (2020, 2021 and 2022). If 2023 Audit Statement is available, please submit.
  • Letters of reference from at least two (2) clients to whom your firm has provided services over the past (24) months.
  • Firm’s geographical coverage of services provided (please list all the areas within Afghanistan that are covered by firm’s services).
  • Detailed business model that the firm employs to recover capital outlay and operational costs.
  • Detailed revenue generation model that the firm employs for the settlement with partners (e.g. DABS).
  • Filled application form (Appendix A).

Information Meeting

Based on the responses received, UNDP may request further clarification in the form of email, written communication, or a presentation to the REOI review committee. Firms responding to this REOI shall designate a single contact within their firm for receipt of all subsequent information regarding this REOI.

This REOI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all REOI without incurring any obligation to inform the affected applicant/s of the grounds.
