  1. BACKGROUND

The health sector continues to be over-stretched responding to the C19 crisis. While GoI continues efforts to strengthen response capacities, local civil society, international and private sector support has been critical; C19 demonstrated the need for cost-effective local solutions that can enable the health sector to cope with the health crisis at hand.  Also, with the increase in C19 cases and precautionary measures taken, the volume of waste generated has increased including at the health facilities, contributing to higher levels of environment pollution.

UNDP will support a medical waste management pilot project by developing environmentally sound management practices for health-care waste (HCW). It will initially support health-care facilities in Muthana governorates (including those supported by UNDP through its C19 response) to strengthen HCW management systems, and support developing self-help capacities within the local institutions, and raise awareness in the target locations on the importance of waste management.

Accordingly, UNDP Iraq pursues to conclude a contract with a Solid Waste Institutional Expert to work as an Individual Consultant to support the implementation of the activities of the projects as summarized in the below deliverables.

  1. SCOPE OF WORK AND RESPONSIBILITIES

The main tasks and responsibilities under this consultancy are to:

  • Support Training for 5 health facilities in Al Muthanna governorate. Training activities are for health workers who are dealing with the health care waste management in selected health facilities; and strengthening or establishment of infectious disease control committees at the selected health facilities.
  • Develop a COVID-19 healthcare waste management guideline/procedure nationwide.
  • Support the conduct of two hygiene awareness campaign targeting health workers and patients at the selected health facilities.
  • Providing detailed specifications of shredder autoclave and Personal Protection Equipment.

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
  • A graduate degree in Business Administration, Solid Waste Management, Environmental engineering, Environmental management or any other related field.
  • More than 10 years of relevant experience in environmental projects management, environmental management, drafting national/regional strategies, institutional set up arrangements of SWM and analytical reports.
  • A minimum of 5 years of experience in supporting activities related to solid waste management; engagement in works related to medical waste management with focusing on Covid-19 situation is preferable. 
  • Experience to work with national governments and other development partners or research institutions.
  • Proven experience in developing similar assignments for local authorities in MENA region
  • Proven experience in conducting capacity building in similar projects.
  • Previous experience in implementing similar projects with UNDP or other UN agencies/International NGOs
  • Familiarity and/or experience with the Iraqi and/or Middle East context
  • Acceptance of IC General Terms and Conditions

Language

Fluent in English language. Arabic speaker is preferable.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

The application should contain the following:

  1. A technical proposal with a brief description of why the individual considers him/herself as the most suitable for the assignment.
  2. The technical proposal should also contain personal CV , indicating education background/professional qualifications, all experience, furthermore, providing duly filled the form of Letter of Confirming Interest and Availability whereby includes financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per deliverables mentioned in this TOR, in addition to the contact details (email and telephone number) of the candidate and at least three (3) professional references.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative Analysis: The candidates will be evaluated through Cumulative Analysis method.  When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of set of weighted combine technical evaluation of desk review and interview (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Financial Evaluation (30%)

Financial proposals from all technically qualified candidates will be scored out 30 marks based on the formula. The maximum marks (30) will be assigned to the lowest financial proposal.
