Introduction
The impact of COVID-19 on Jordan’s economy, public finance and the most vulnerable, particularly women, has been severe. This impact is being compounded by the global repercussions of the war in Ukraine undermining the recovery and progress towards the SDGs. Jordan is highly dependent on energy and food imports. The impacts of inflation will be felt particularly amongst low-income households as food and energy related costs represent 45% of the consumer price index. Electricity prices are comparatively high, undermining Jordan’s competitiveness. To meet its SDG priorities in the context of these challenges, Jordan needs to ensure that scarce resources are used efficiently and effectively, align existing investments to the SDGs and catalyze additional financing.
The main objective of this assignment is to strengthen the evidence base and strategies for mitigating the impact of global crises on SDG financing. The focus will be on analyzing the impact of multiple crises on Jordan’s development financing landscape. It will inform ongoing reform efforts, including the energy sector and electricity tariff reform, ensuring that reform efforts protect the most vulnerable while also incentivizing the energy transition. Policy analysis and advocacy will be interlinked with the Economic Modernization Vision.
