Description of the Assignment:  The Namibian informal sector is a place of enterprise, innovation and creativity. It is estimated that the informal sector employs 51.9% of the country's workforce, particularly in urban areas. While it stems from the need for employment and livelihood, it contributes to the generation of jobs, the provision of local goods and services, the development of skills, and the upliftment of men and women who would otherwise be without income. Informal enterprises produce local incomes that feed, house, and educate children while providing workers with more spending power across the informal and formal economies Hence the need to strengthen the sectors’ ecosystem as it can assist in achieving aggregated national quality of life. The informal sector is often left out of structural government support even though it contributes significantly to job creation and income generation. In light of the slow structural, the Namibian Informal Sector Organization (NISO) was established as an umbrella body that represents and advocates for the needs of informal traders. Currently, NISO is present with on-ground support in 8 of the 14 regions, which is 57% of the country reached. Over the years NISO has been on the frontline forging strategic partnerships, providing business support, and advocating for policy and financial support for informal traders. NISO requires structural strengthening to provide optimal support to the ecosystem. In 2020, after several engagements with NISO, the UNDP Namibia country office commissioned a diagnostic study on the informal sector in Namibia. One of the key recommendations from the study was to support NISO by providing technical assistance and capacitating it to be sustainable. The point of departure will be the development of a strategic document that will guide the institution’s way forward.

 

Period of assignment/services: 90 Days
