Introduction
Country: Vientiane Capital, Laos, Traveling to Khammouane and Champasack Provinces
Description of the Assignment: Under the overall supervision of the Project Coordinator, UNDP Procurement, and Chief Technical Advisor, the Consultant is accountable for:
Review of the existing evacuation facilities in Lao PDR especially in the target provinces and understand the general requirements of the evacuation facility, including necessities of other infrastructure components such as water supply, sanitation and hygiene, food storage and electric power supply, taking into account the needs of women and vulnerable population (people living with disability, children, elderly people, ethnic minority...)
Review and present relevant laws, regulations, and guidelines on the construction requirements, including permits, licenses, such as land acquisition, and operation and maintenance of the facility as guided by the Ministry of Labor and Social Welfare. Review of the UNDP policies on construction (to be shared with the selected candidate) and social and environmental standards (SES). The consultant will be required to take into consideration of all relevant regulations and requirements of the Government of Lao PDR and UNDP in the activities conducted.B
Conduct site survey and risk assessment of the proposed locations for evacuation center in all eight (8) target villages, and present it to concerned stakeholders; provide recommendations for the site selection in each village, and appropriate risk mitigation plans.
Develop engineering design and specifications of standardized evacuation centers tailored to the contexts of Khammouan and Champasak Provinces, including design and drawing, specifications, and bill of quality (BoQ) of evacuation centers. The drawings shall include, but not limited to
o Structure of the evacuation center
o Electrical and plumbing
o Topographical, landscape, and hardscape drawings
Develop construction and quality monitoring plan to enable project team to follow up during the construction phase
Coordinate closely with Project team and UNDP Procurement on a weekly basis to prepare necessary documents to prepare for bidding and construction.
Period of assignment/services: 40 woking days.
