Introduction

UNDP Bhutan seeks proposals from International Consultants for the Industrial Transformation Mapping in Bhutan. The objectives and Scope of the work as indicated below:

The ITM aims to develop sector-specific strategies (for at least 5 prioritized sectors) to improve productivity, coordination, and collaboration, partnership with the private sector, and guide efforts to become a high-income country driven by innovation and technology by 2034.

The scope of work will be carried out by a team of two consultants. The two consultants need to work closely together to ensure the coherence of the ITMs. One consultant will develop the ITM for 3 sectors, and the second consultant (this ToR) will develop the ITM for the remaining 2 sectors. 

Through the ITM, the following objectives should be achieved:

     Enhance the competitiveness of the industry by addressing its structural weaknesses, improving productivity, adopting new technologies, building capabilities of labour force, and leveraging emerging opportunities; 

     Promote innovation within the industry by fostering collaboration between industry players, encouraging research and development, and promoting the adoption of new technologies such as automation and artificial intelligence;

     Improve the sustainability of the industry by promoting environment-friendly practices, reducing waste, and mitigating the impact of climate change; and

     Strengthen partnerships between industry players, government, and other stakeholders by promoting collaboration, sharing resources, and aligning incentives.

     Improve policy and regulatory environment.

Strengthen the capacity of the Government Officials engaged in the development of ITMs through knowledge transfer/capacity-building training.
