[SCOPE OF TENDER......]


The consultant team will offer specialized technical advisory services to assist the UNDP South Africa ensure that the project will produce optimal results under given conditions. The advisory services include, but not limited to:

 

·       Scoping of the solar energy demonstration project, within the given timeframe and budget to achieve optimal results and ensure sustainability

·       Development of selection criteria for a public hospital in OR Tambo DM and/or Waterberg DM as the installation site for the solar energy demonstration project, and the suitability of potential locations, including the verification through site visits

·       Development of specifications for procurement, for the solar demonstration initiative, including specifications for training requirements of local stakeholders, for the installation and maintenance of the demonstration project

·       Technical advisory linked to internal procurement processes, inclusive of technical specifications for the installation and maintenance of the solar energy demonstration project

·       Oversight and quality assurance on project activities, including over delivery and installation of solar demonstration project through site visits for verification

·       Technical review of the roadmap on skills development and human resource needs for JET from a technical standpoint

·       Guiding and verifying the training, including through monitoring visits to the training

·       Compiling reports, engagement notes, lessons learned and recommendations

·       Participation in the steering committee, as needed

·       Ad-hoc technical advice on JET-related activities as required

Guiding Deliverables

 The selected consultant team will work closely with the project management team to produce the deliverables stated below. The consultant team will submit an inception report explaining a work plan and methodology. A briefing session will be required to demonstrate understanding of the assignment and how the assignment will be conducted.

 

Output Area 1: Solar Demonstration Project linked to UNDP’s Solar for Health Initiative

This will include:

·       the development of selection criteria for an installation site for the small-scale solar energy demonstration project that will ensure that the support will create maximum benefit for the selected site.

·       specifications of training requirements and needs for local stakeholders, particularly local youth, for installation and maintenance

·       technical specifications for the procurement requirements of setting up solar demonstration sites, linked to UNDP’s solar for health initiative

·       a report on proposed methodology and scoping for the implementation of the small-scale solar energy demonstration project, modelled on the Solar for Health initiative

Output Area 2: Capacity Development and Institutional Strengthening Initiatives

This will include:

·       technical review of the roadmap on skills development and human resource needs for JET

·       technical review of curricula for the vocational training and work placement programme and the ToT, technical oversight, and quality assurance through monitoring visits to training sites

·       technical advice on the design and implementation of training and learning exchanges on JET for public and private sector and civil society stakeholders

·       a report on lessons learned from the capacity development and institutional strengthening initiatives and recommendations for the next steps
