Description of the Assignment:  

UNDP’s Gender Equality Seal for Public Institutions is a tool to support and recognize the efforts made by public institutions towards the achievement of substantive equality between men and women. The Seal is designed to help institutions integrate gender equality into their policies, practices and operations and in the process demonstrate their commitment to promoting gender equality and fostering an enabling environment for women’s empowerment. To achieve this, the Seal works across five dimensions of institutional performance, namely (i) planning and management, (ii) gender equality architecture and capacities, (iii) enabling work environment, (iv) participation, partnerships and accountability, and (v) results and impacts of public policies. Participating institutions are provided with a process blueprint and get access to a set of implementation tools, working aids and other resources that have been adapted to the taxonomy and institutional mandates of Ministries of Finance and tax administrations.

Nigeria has made some improvements in its gender policy in recent years. These include the development of a National Gender Policy in 2006, which outlines the government's commitment to achieving gender equality. And the implementation of gender-sensitive budgeting, which ensures that government spending takes into account the needs of women and girls. Additionally, the passage of the Violence Against Persons Prohibition Act (VAPP) in 2015, which criminalizes a range of gender-based violence, including rape, domestic violence, and female genital mutilation, is also a landmark in improving gender equality and mainstreaming in Nigeria. However, there is still much work to be done to achieve gender equality in Nigeria. Women continue to face discrimination in many areas, including education, employment, and politics.

The low representation of women in leadership and decision-making positions in public sector has always been apparent. Gender mainstreaming in policies has been low and even lower in tax policies. To reverse that and to achieve gender equality in Nigeria, it is important to address these challenges. The gender equality seal is designed towards advancing gender equality, which is also a necessary condition to achieve the Sustainable Development Goals. The Seal in Nigeria will reward public institutions that provide opportunities for improvised gender equality and strengthen the legal framework to curb gender violence. 

The Tax and Gender Specialist/consultant will provide technical assistance to Federal Inland Revenue Service (FIRS), Kaduna Internal Revenue Service (KadIRS) and Ondo Internal Revenue Service (ODIRS) to support effective and timely implementation of the Gender Equality Seal for Public Institutions.

Period of assignment/services:  The contract is for a total of 60 working days to be delivered over a six-month period from September 2023 to February 2024.
