| Introduction : UNODC Iran in close coordination with the Iranian Drug Control Headquarters (DCHQ)and its member organizations (the Addiction and HIV offices of the MoHME and the Addiction Prevention and Treatment directorate of the SWO) shall implement under the Under the Sub-Programme 3 “Drug Use Prevention, Treatment, Rehabilitation, and HIV Care” of its Country Partnership Programme the present activity through contracting a qualified institution for developing a process evaluation framework and pilot it in selected locations. As the developed framework shall be used at national levels the present call shall be sent out to institutions found as qualified and reliable by the above-mentioned national partners. The scope of this TOR is to engage an institution which ensures through the delivery under the contract: a. Develops a process evaluation framework based on a thorough appraisal of the existing literature, the present state-of-art, stipulated procedures, regulations overseeing harm reduction programmes and services in the country and b. Pilots the same for ensuring feasibility and fitness of the developed framework in locations selected by relevant national government entities.
