Description of the Assignment: National consultants (5) on working with data on gender-based violence in Central Asian countries within the framework of the Spotlight Initiative Regional Programme for Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan)

 

Period of assignment/services:  September - December 2023 (not more than 25 days)

Objective: The purpose of engaging national consultants is to prepare and implement activities that promote the dissemination and sustainability of regional programme results.

The tasks of each of national consultants include the following:

1) Updating the data of the country report of the Spotlight Programme on the architecture of response to gender-based violence (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan or Turkmenistan), preparing the final text for printing.

2) Development of a structure, identification of data sources and drafting of a brief analytical note (country profile) on the situation with gender-based violence in the country (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan or Turkmenistan), including a referral algorithm for victims of domestic violence.

3) Supporting the creation of a local community of specialists on combating gender-based violence with the participation of representatives of the law enforcement system and local experts in the field.

4) Participation in the development of a data visualization tool for the review of national legislation on gender discrimination and violence.

5) Participation in the presentation of the project results during the campaign "16 Days of Activism against Gender-Based Violence".

All results should be presented within the specified deadlines (see the Terms of Reference attached) and approved by the project manager.

Цель: Целью привлечения национальных консультантов является подготовка и проведение мероприятий, способствующих распространению результатов региональной программы и обеспечению их устойчивости.

В задачи каждого из национальных консультантов входит следующее:

1) Обновление данных странового отчета проекта «Луч света» по архитектуре реагирования на гендерное насилие (Казахстан, Кыргызстан, Узбекистан, Таджикистан либо Туркменистан), подготовка финального текста к печати.

2) Разработка структуры, определение источников данных и составление краткой аналитической записки (country profile) по заданному шаблону по ситуации с гендерным насилием в стране (Казахстан, Кыргызстан, Узбекистан, Таджикистан либо Туркменистан), включая алгоритм перенаправления жертв бытового насилия.

3) Оказание поддержки в создании местного сообщества специалистов по вопросам противодействия гендерному насилию с участием представителей системы правоохранительных органов и местных экспертов в .

4) Участие в разработке инструмента визуализации данных обзора национальных законодательств по борьбе с гендерной дискриминацией и насилием.

5) Участие в презентации результатов проекта в период кампании «16 дней активных действий против гендерного насилия».

Все результаты должны быть представлены в указанные сроки (см. Техническое задание) и одобрены проектным менеджером.
