Introduction
Enhancing Access to Justice through Institutional Reform Project-II (A2J Project), 2021-2026 is currently being implemented under the overall leadership of Ministry of Law, Justice and Parliamentary Affairs (MoLJPA), in collaboration with Office of Chief Minister and Council of Ministers (OCMCM) of four Provinces and in a close partnership with UNDP Nepal. The Project aims at supporting the legal aid providers and authorities to effectively manage and provide legal aid services to people, in particular women, and other marginalized groups, in a sustainable and quality manner to increase Access to Justice, strengthening the justice sector institutions to provide effective legal/judicial remedies as well as protection of human rights in line with national and international standards and empowering people, in particular women, Dalit, PWD, LGBTQI+, poor and other marginalized groups to claim their rights and participate in judicial governance/civic life. In line with working with justice sector actor, the Project partners with Nepali Judiciary to support the roll out of the vision and strategic plan of the judiciary to improve access to justice by enhancing speedy and fair justice and advance judicial accountability and conduct comprehensive needs assessment for the introduction of innovative (through ICT) elements for accessible justice delivery system (virtual/e-justice system) and roll it out in selected district and high court in two provinces.
Streaming five goals the Five-Year Strategic Plan (2019- 2024) envisions to make the adjudication function prompt, speedy and qualitative, to enhance Access to Justice, to promote judicial good governance, to strengthen court management and to enhance public trust and faith towards judiciary have been determined in this Plan. It has tried to connect the proceedings of the case with information technology; to expand infrastructures related to Information Technology; and to arrange infrastructure for the implementation of Master Plan. Additionally, developing courses and implementing them through a series of trainings for judges and court officials on use of ICT in judicial process, case management system and other relevant areas in order to achieve the goals set by the 4th strategic plan of Nepalese Judiciary. For this the Project plans to procure and install the necessary technology, ICT equipment, networking infrastructure, and security measures in the Supreme Court premises.
Strengthening judiciary through systematic capacity building and e-court system plans to support to improve access to justice by enhancing speedy and fair justice and advance judicial accountability; improve confidence of people towards justice system; strengthening Judicial dialogue among justice sector actors; systematic capacity building through basic and advance course for judges on case management system. High-performance desktops and laptops with adequate processing power, storage capacity, and network connectivity to facilitate seamless access to the E-Judiciary system. As per the specification, the bidder/service provider needs to provide/supply 100 units of the Branded Desktop Computers.
