REQUEST FOR PROPOSAL (RFP) - FOR PROVISION OF CONSULTANCY SUPPORT FOR THE DEVELOPMENT OF INTEGRATED LANDSCAPE MANAGEMENT SYSTEMS IN PAPUA NEW GUINEA (RFP-PNG-010-2023)

Greetings from the UNDP Papua New Guinea.

Please be informed The GEF7 FOLUR “Establishing systems for sustainable integrated land-use planning across New-Britain Island in Papua New Guinea” Project in the Independent State of Papua New Guinea (PNG) will focus activities on the landscape of New Britain Island. In addressing the above-mentioned drivers and barriers, the project will help to deliver: 50,000 ha of land restored, 2,712,364 ha of landscapes under improved practices (excluding protected areas), 32.3 million metric tons CO2e of direct post-project. The project will also deliver direct economic and/or non-economic benefits to 66,647 individuals (28,838 females and 37,809 males). These results will be achieved through the following four interrelated components:

Component 1: Development of integrated landscape management systems

o Establishing national and subnational policy, regulatory and operational systems that will help create a framework within government that provides positive incentives and guidance for sustainable land use planning while also addressing incoherent policy approaches to land use governance.

o Land use planning will result in improved land management that results in deforestation aversion and ecosystem preservation and restoration.  

The Service Provider selected will work closely with the project team, as well as review the existing documents prepared by project experts to implement the activities within the integrated landscape management systems component of the project. The Service Provider will perform following tasks:

Support the implementation plan/strategy (2023) and sustainable financing of National Sustainable Land-use planning policy (Output 1.1).

Support the review of two provincial, three districts (Gazelle, Pomio and Nakanai Districts) and four LLG development plans (Inland Baining, Inland Pomio, Central Nakanai, and East Nakanai LLGs) to consider SLM including participatory development of land use zoning maps for these jurisdictions and their integration with development plans (Output 1.3)

 

As UNDP has moved to an Oracle Cloud ERP (QUANTUM). Quantum is replacing the previous e-Tendering System for bidders to participate in business opportunities with UNDP.

In order to facilitate the transition and better collaborate on the move to Quantum, UNDP PNG Procurement Unit will conduct a training session on Quantum for the bidders during the pre-proposal meeting.
