Description of the Assignment: Evaluation Consultants (multiple positions) - Independent Evaluation Office

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to assess UNDP’s contribution to national development priorities and the effectiveness of its strategy. The purpose of an ICPE is to: i) support the development of the next UNDP Country Programme Document; and ii) strengthen UNDP’s accountability to national stakeholders and to the Executive Board.

The IEO is seeking national or international evaluation consultants to support the ICPEs to be conducted in 2023.  Interested consultants are invited to apply for one or more countries and programmes of their interest from the list of thirteen countries.

In 2023 the IEO will conduct the ICPEs in Africa, Arab States, and Latin America and the Caribbean regions, including the following countries:

  • Africa: Republic of Congo, Democratic Republic of Congo, Liberia, Mali, Rwanda, Madagascar
  • Arab states: Djibouti, Iraq, Kuwait, Syria, Yemen
  • Latin America and the Caribbean: Colombia; Cuba; Paraguay

The ICPEs will examine UNDP’s programmatic performance in the following thematic areas. Cross-cutting issues such as gender equality and women’s empowerment and partnerships are covered in all areas. The candidates may apply for one or more thematic areas based on their expertise:

  1. Poverty and inequality.
  2. Governance.
  3. Environment.
  4. Energy.
  5. Resilience and crisis prevention.
  6. Gender equality and women's empowerment.
