Introduction : This proposed initiative has been commenced to understand the key public finance management reform required and effectively elaborate development vision at the Provincial level to take Whole of the Government approach aligned with the federal system to integrate key SDGs priorities and climate change risk. This initiative would address some of the immediate capacity building needs of the provincial governments and assembly members with respect to enhancing skills in planning and budgeting while serving to align budget allocations more closely with local-level priorities for adaptation, mitigation and social protection. The provincial level Climate Change Financing Framework (CCFF) will help align strategies and action plans to address impact of climate change mitigation and adaptation with bottom-up planning and budgeting processes and will enable existing climate change budget coding and expenditure tracking systems to expand vertically to the provincial and local level. The district climate change public expenditure and institutional review assessments have shown that at least 50% of the current budget related to climate change was allocated to districts, but more work is required to meet a policy target of 80% of delivery of climate finance to the local level. Climate change agenda must be integrated in the planning and budgeting at sub-national level with required reforms in the PFM system. Thus, a consulting firm will be procured towards understanding the readiness and preparation of Provincial Climate Change Financing Framework (CCFF) aligning with federal system of planning, budgeting and monitoring and evaluation and engaging broader stakeholders in the process to take whole of the Government/society approach at the provincial level. The exercise will be carried in 2 Provinces of Nepal and the firm will need to review existing available documents thoroughly, analyze the readiness of Provinces and propose CCFF reform roadmap at the Provincial level and validate them with respective Provincial Governments to finalize the CCFF. The team of experts will work under close supervision of the Ministry of Finance, Provincial Ministries and UNDP Nepal.
The purpose of the consultancy assignment is to Revise National level Climate Change Financing Framework (CCFF) and to prepare Provincial level Climate Change Financing Framework (CCFF) in Gandaki and Koshi Provinces with key PFM reform roadmap required and taking whole of Government/Society approach in each province to systematically integrate the issue of climate change in planning, MTEF, budgeting and monitoring and evaluation system. Scope of the requested service includes Inception Report, Mapping of National Government’s and each Provincial Government readiness by assessing status and establishing the baseline of climate change budget integration in planning, MTEF and budgeting system. Perform a capacity need assessment at national and sub national level to execute the framework and provide a Capacity Need Assessment report, Linkage with climate finance sectoral baseline data collection, gender assessment and Climate Change Budget Integration Index (CCBII) to extract data and use in drafting Provincial CCFF and provide a synthesized review of data analysis, Engage and consult with relevant stakeholders from the Government and non-government agencies in the process of preparation of CCFF and chart out reform required in PFM system aligning with the federal system and Finalize the Revision of National Climate Change Financing Framework (CCFF) and draft Province level Climate Change Financing Framework (CCFF) of Gandaki and Koshi to mainstream climate change priorities in plans and budget ensuring inclusion, social equity and gender responsiveness in each stage and process of it.
