Introduction : Nepal's varied topography and weak socio economy make the country particularly susceptible to geological and climate-related disasters. The Hydro-climatic extremes are increasing in the context of climate change, which are further intensifying multi-hazards and increased the risk to human lives, causing damages to agricultural land and physical assets and infrastructures, disrupting economic activities, and ecosystem services. Nepal's DRR/M Strategic Action Plan 2018-2030, Nationally Determined Contribution (NDC) 2019, National Adaptation Plan 2021, National Climate Change Policy 2019 and Water Resource Policy 2020, have also given due emphasis to address the problems of the vulnerable communities and hydro climatic disastrous events through installation of adequate number of stations, updated data and information and providing advisory services.
UNDP through Developing Climate Resilience Livelihoods in the Vulnearble Watersheds in Nepal (DCRL) has been implementing various interventions in Lower Dudhkoshi watershed located in between Khotang and Okhaldhunga districts which comprises total 8 municipalities in both districts. In the project area, the current changes in climatic conditions and extremities adversely impact hydrological cycles, multi hazards (drought, landslides, flood) and consequently to vulnerable communities' livelihood system. The proper utilization of hydro-met services/data provides the foundational role to mitigate such hydro-climatic multi hazard impact through building resilience, and adaptation policy. To achieve these important functions, the station network should be in appropriate types and scale.
This RFQ document for the procurement service of five meteorological stations and 2 hydrological stations in lower Dudhkoshi watershed under the project DCRL supported by UNDP.
