Introduction

Dear Candidate,

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) will conduct conduct the Independent Country Programme Evaluation (ICPE) of the UNDP country programme in Liberia (2020-2024). Results of the evaluation are expected to feed into the preparation of a new country programme starting in 2025. As a country‐level evaluation of UNDP, the scope of the ICPE includes the entirety of UNDP's portfolios and activities during the programme cycle under review, including UNDP’s COVID-19 response and recovery support, and will pay attention to the integration of recommendations, best practices and learning from previous evaluation exercises.

The IEO will conduct this evaluation in close collaboration with the Government of Liberia, the UN Resident Coordinator Office and UNDP Country Office in Liberia, and the UNDP Regional Bureau for Africa (RBA). 

The IEO is recruiting an independent consultant/evaluator to cover the country programme’s outcome areas 1 and 2 in the field of inclusive governance, peacebuilding and social cohesion, and to contribute to the ICPE for Liberia. The consultant will assess two thematic portfolios of projects of both a strategic and decentralized/local development nature linked to: 1) governance functions and policy development, election and public sector reform; and 2) rule of law, peace consolidation, stabilization and decentralization processes. Social cohesion and gender, including the empowerment of youth and women, are core to both portfolios.
