Introduction : Conduct Social Dialogue and Policy Advocacy on Technology Facilitated Gender Based Violence (TFGBV) in Sri Lanka.
UNDP seeks to bring about a justice sector approach to address sexual and gender-based violence (SGBV) against women and girls, and gender minority parties, by designing and implementing a dedicated project titled “Ensuring Justice for Victim-Survivors of Sexual and Gender Based Violence in Sri Lanka". The project envisages empowering women, girls, and gender minority parties, including SGBV victim survivors. Project works to ensure access to justice, demand for better service delivery, and have a society free of SGBV.
OBJECTIVE AND SCOPE OF INTERVENTION
The main objective of this assignment is to proactively combat the prevalent issue of TFGBV in Sri Lanka by fostering a constructive dialogue among multiple stakeholders. Further, it aims to develop an effective policy advocacy to discourage its growth, while addressing the negative impact of online harassment and abuse on women, girls, and other gender identities to ensure a safer and more inclusive digital environment.
Scope The service provider must create multi-sectoral platform for an open discussion on the impacts of TFGBV by collaborating with public and private sector entities, women's rights organizations, civil society, law enforcement offices, and human rights institutions and social media platforms. The service provider should engage in the following task to create the multi-sectoral platform.
• Conducting three (03) half-day workshops to understand key factors contributing to TFGBV, its impact and the strategic interventions to combat the issue.
1st workshop - Discuss TFGBV, key factors contributing to TFGBV and come up with suggestions to combat the issue. - Establish partnerships among relevant stakeholders. 2nd workshop - Facilitate the development of educational resources that incorporate digital citizenship and ethical use of digital tools. - Develop a package of learning material on TFGBV. - Advocate to use the same in school curriculum. 3rd workshop - Develop a policy brief on the ethical use of digital media. - Facilitate a policy advocacy process with relevant ministries, agencies, and sensitize media.
