Introduction
National Local Adaptation Plan for Action (LAPA) Framework 2019 aims to develop a climate-resilient society by mainstreaming climate change adaptation and disaster risk reduction and management in development priorities. According to the LAPA framework 2019, all local governments should prepare LAPA strategies/action plan to give direction to long term community climate and disaster resilience priorities. The LAPA framework, 2019 doesnot integrate the GESI. Wheras the Nationally Determined Contribution (2020) has a target by 2030, all 753 local governments will prepare and implement climate-resilient and gender-responsive adaptation plans.
Under the Climate Promise project, a consulting firm will be procured to develop a framework for integrating GESI Strategy and Action Plan into the LAPA framework, 2019 and develop the gender responsive LAPA at the three municipalities (Duhabi Municipality Sunsari, Karjanha Municipality, Siraha, Savapokhari rural municipality, Sankhuwasabha).
The objective of the assignment is to support the Government of Nepal to integrate GESI Strategy and Action Plan into the LAPA framework and pilot the gender responsive LAPA at the three municipalities. The overall goal of the assignment is to help ensure that the most vulnerable can adapt to the negative effects of climate change. Specific objectives are to:
i. Develop a gender responsive LAPA framework within the planning process of local governments.
ii. Conduct climate change sensitization through stakeholder consultative processes to enhance awareness of the climate vulnerable communities in the designated municipalities considering LAPA Framework (2019).
iii. Assess climate vulnerabilities and risks at settlement, ward, or municipality level, as appropriate.
iv. Identify and prioritize adaptation actions to reduce identified climate vulnerability and capacity assessment for climate resilience and
v. Draft, validate and finalize LAPAs for the three municipalities.
