Introduction
Request for Proposal (RFP) for Perception Surveys
UNDP is seeking a firm level consultancy to conduct a series of perception surveys with a sound end products (reports, presentations, communication products) which can assess the project impact and showcase project impact around local peacebuilding, particularly in the fields of basic services, trust between people and municipality, social cohesion, community security and local economic development.
The consultancy requires to work closely with the communications focal points of target municipalities and the relevant sectors to establish and understand public perception and the cause of low satisfaction or no behavioural changes in relation to the project activities.
The projects cover 53 municipalities in all three regions of Libya. In consultation with UNDP, the consulting firm is required to collect sample data from more than 10 municipalities where the projects have major activities and the number of beneficiaries, while ensuring that multiple sectors are represented. The sample size should be selected from across the country, ensuring representativeness in terms of age, gender, social class, geographical location and rural-urban distribution. In addition, voices of minority and vulnerable groups such as IDPs, returnees, migrants and refugees, as well as women’s groups, youth groups, people with disability and CSOs should be collected and analyzed.
