Introduction : UNDP Bhutan seeks proposals from the national consultants for the Assessment and review of institutional alignment and existing policies related to biodiversity and their alignment with GBF.
The scope of the work entails the following: A review of existing national policies related to biodiversity and their alignment with the GBF is conducted: A review of the extent to which inter-institutional/sectoral processes and policies are in alignment with, and effectively designed to deliver on, the new Global Biodiversity Framework and other environmental agreements/plans, and to identify the identify synergies between draft 13FYP and national targets and recommend possible linkage. An aligned, whole-of-government approach is developed that captures the values of Biodiversity: Opportunities for enhanced mainstreaming of biodiversity conservation in sectorial plans/programs are identified, and action is developed to promote a whole-of-government and nature-positive approach. A prioritized action plan for policy coherence is developed: A prioritized set of actions is developed to fill institutional gaps and adopt a whole-of-government approach to advance the country toward policy coherence, including for example: detailed alignment plans for individual sectors; and spatialized mapping and alignment of various nature-related policy goals. Gaps in policies and institutional alignment are assessed and identified: Gaps are assessed in the existing policies and institutional alignments with reference to GBF targets. The consultant shall conduct a review of all available literature and consult subject experts or experienced officials regarding identifying the gaps in the existing policies, legal frameworks, and institutional alignment for biodiversity conservation and NBSAPs. The literature shall include BAP I, II, and NBSAP 2014, Kunming-Montreal Global Biodiversity Framework, 6th National Report to CBD, Acts, Policies, Rules and Regulations, Reports, Journal Papers, Treaties, books, news coverages, and any other relevant documents.
