Introduction :

Mapping and Strengthening Justice Chain Stakeholders in Handling Sexual and Gender Based Violence (SGBV) Cases

UNDP seeks to strengthen justice sector response to addressing sexual and gender-based violence (SGBV) against women, girls, and gender minorities, through its project titled “Justice Defined - Ensuring Justice for Victim-Survivors of Sexual and Gender Based Violence in Sri Lanka". The project envisions empowering women, girls, and gender minorities, including victim survivors of SGBV. It facilitates them to access justice, and demand for better service delivery. Also, the project works on capacitating the institutions to deliver services through a whole-of-sector approach.


The main objective of this assignment is to map the eco-system of penal chain actors engaged in SGBV case-flow management, assess bottlenecks related to process and capacity, and provide recommendations for reform/improvement in line with international standards and applicable best practices.  


The service provider will carry out the following activities to meet the objectives. 

1. Mapping the Justice Chain Stakeholders.

2. Assessment of Process and Capacity.

3. Propose Recommendations.
