Introduction

UNDP Bhutan is seeking Proposals from qualified and eligible national consultants for the Formulation of the Monitoring and Evaluation (M&E) Framework. Interested individuals are requested to submit their proposals directly in the system by registering themselves (if not done yet). Please go through the Terms of Reference attached for more information and requirements.


A brief scope and the objectives of the Assignment are below:

The National Consultant will assist UNDP, the Centre for Learning and Evaluation Results (CLEAR) of South Asia, and the Strategic Evaluation Division of the Royal Government of Bhutan (RGoB) in developing a national M&E framework.

In consultation with the government and the global experts, the National Consultant will be responsible for the co-creation of the M&E framework document for the RGoB. The consultant will work closely with the experts from CLEAR-SA, the Global Environment Initiative (GEI), UNDP, and the government. He/she will review best practices, relevance, effectiveness, efficiency, and innovative approaches that are fit-for-purpose to the local context and the government priorities.

Based on consultations with the Strategic Evaluation Division (SED) of the Office of the Prime Minister, Cabinet, and the Government’s agencies, CLEAR SA and UNDP Bhutan the National Consultant should:

1.       Conduct systematic gap and need analysis to better explain how the M&E system has evolved in Bhutan over the years as well as the rationale for reviewing the M&E system to keep pace with recent institutional reform and changes;

2.       Co-develop Bhutan M&E framework which will include drawing interlinkages and synergies between national and local levels plans and policies for coherent, well-coordinated, and effective implementation.

3.       Capture the 13th FYP within the overall M&E framework for the government;

4.       Co-design the institutional and governance processes for Planning, Budgeting, Monitoring, and Evaluation (PBME) in Bhutan to avoid duplication of responsibilities, and to ensure overall coordination. Review and define roles and responsibilities of Ministries, Agencies, Dzongkhags, Gewogs, Thromdes, and other organizations; and conduct thematic analysis of UNDP’s key contribution and investment analysis on climate, gender, disaster, disability, and other cross-cutting areas.
