REQUEST FOR PROPOSAL (RFP) FOR CONSULTANCY SUPPORT FOR THE DEVELOPMENT OF TARGETED SCENARIO ANALYSIS FOR THE COCOA SECTOR OF PAPUA NEW GUINEA (RFP-PNG-013-2023)

The GEF7 FOLUR “Establishing systems for sustainable integrated land-use planning across New Britain Island in Papua New Guinea” Project in the Independent State of Papua New Guinea (PNG) will focus activities on the landscape of New Britain Island (two Local Level Governments in Gazelle and Pomio Districts of East New Britain Province and two Local Level Governments in Nakanai District of West New Britain Province). In addressing the above-mentioned drivers and barriers, the project will help to deliver: 50,000 ha of land restored, 2,712,364 ha of landscapes under improved practices (excluding protected areas), 32.3 million metric tons CO2e of direct post-project. The project will also deliver direct economic and/or non-economic benefits to 66,647 individuals (28,838 females and 37,809 males). These results will be achieved through four interrelated components:

Component 2 of the GEF 7 FOLUR Project will support action toward the project's long-term objectives to promote sustainable food systems (with a focus on the Cocoa and Palm Oil agriculture sectors) that reduce negative externalities within the value chain and promote deforestation-free supply chains. It will build on the policy objectives of the Department of Agriculture and Livestock (DAL) for increased levels of productivity, as well as those of the Cocoa Board to increase levels of certification and enhanced differentiation of PNG cocoa while also helping to strengthen policy and regulations for agricultural expansion and improve farming techniques to help deliver significant impacts linked to global environmental benefits. It will also work closely with key projects already operating especially the World Bank-funded PNG Agriculture Commercialization and Diversification Project within the cocoa sector to ensure a fully integrated and coherent approach.

This will be achieved through three outcomes that focus on the policy and coordination context as  follows:

  • Outcome 2: Strengthened cooperation and coordination within the Cocoa sector for enhanced sustainability productivity and investment and reduced land clearance
  • Outcome 3: Strengthened Smallholders Support Systems that promote sustainable agricultural practices through enhanced access to technical support, finance, and markets
  • Outcome 4: Strengthened value chains to enable sustainable agricultural production

 

The Service Provider selected will work closely with the Project Team (particularly the National Agriculture Specialist, the National Platform Coordinator, and two Provincial Agriculture Analysts), Government of Papua New Guinea Technical Partners (particularly the Department of Agriculture and Livestock) as well as review the existing documents prepared by project experts to implement the activities within the sustainable food production practices and responsible value chains component of the project. The Service Provider will perform activities to achieve the following output:

  • Output 2.2: Targeted Scenario Analysis of Cocoa Development in Papua New Guinea.

These approaches combined with targeted technical inputs (linked for example, to policy reform and approaches to sustainably finance extension services) and operational support (e.g. through support to action on traceability systems, and HCV/HCS mapping products) are critical in catalyzing the baseline investments to ensure that change is implemented at scale and system-wide with different stakeholder groups bought together in the development of a shared vision for the sectors and how that vision will be operationalized at the national and provincial levels.


Proposers are invited to submit a proposal for the services specified in Section 5: Terms of Reference, in accordance with this Request for Proposal (RFP). A summary of the scope of the proposal is included in Section 3: Data Sheet.

Proposers shall adhere to all the requirements of this RFP, including any amendment made in writing by UNDP. This RFP is conducted in accordance with the Policies and Procedures of UNDP which can be accessed at UNDP Programme and Operations Policies and Procedures/Procurement.

As part of the bid, it is desired that the Bidder registers at the United Nations Global Marketplace (UNGM) website (www.ungm.org). The Bidder may still submit a bid even if not registered with the UNGM. However, if the Bidder is selected for contract award, the Bidder must register on the UNGM prior to contract signature.
