Description of the Assignment:  

Aspire to Innovate (a2i), a whole-of-government ICT Division program supported by the Cabinet Division and UNDP, catalyzes citizen-friendly public service innovations, simplifying government and bringing it closer to people. The Aspire to Innovate (a2i) Program is the flagship digital transformation program of the government of Bangladesh, infusing massive reform in public service delivery over the last decade. The project's objective is to increase transparency, improve governance, and reduce the time, difficulty, and costs of obtaining government services for the underserved communities of Bangladesh. This is to be achieved by the following three major components of the project:

Component 1: Institutionalizing Public Service Innovation and Improving Accountability.

Component 2: Catalyzing Digital Financial Services and Fin-tech Innovations.

Component 3: Incubating Private Sector-enabled Public Service Innovation.

The project is funded by the Government of Bangladesh, UNDP, and other development partners, and is implemented by ICT and Cabinet Division.

 Background of the Assignment:

The a2i program is set to play a pivotal role in the development and execution of the forthcoming Government Operating Platform (GOP). This innovative approach promises to enhance efficiency and cost-effectiveness in the delivery of everyday services by local governments. Several key a2i initiatives, including Nothi, MyGov, National Portal, Mukto Path, 333, and 999, are integral components of the GOP. The successful implementation and sustained operation of these initiatives are essential steps on the path toward achieving a "Smart Bangladesh."

Objectives:

The objectives for the position will be as follows:

·        Define the business and technical requirements framework for the next Government Operating Platform (GOP) or Development Operating System (DOS).

·        Identify the standards of the next-generation architecture for the GOP/DOS.

·        Oversee the design, development, deployment, and maintenance of the platform.

·        Identify the existing applications that need to be modernized.

·        Maintain liaison with other countries to promote the adoption of the platform. 

 

Period of assignment/services: 16 working days over 2 months.

 

Proposals should be submitted directly to the portal no later than the indicated deadline.
