Introduction
The main objectives of developing and operationalizing the website and portal for the emergency operations centre in the Relief and Rehabilitation Commission include.
a) Dissemination of Early Alarming Warnings: To develop a robust platform to ensure timely and effective dissemination of alarming early warnings to refugees, aid organizations, and relevant stakeholders. This will enhance preparedness and response efforts, allowing for timely interventions and resource mobilization.
b) Management of IDPs and Refugees: To establish a comprehensive database within the web portal to track the movement, needs, and vulnerabilities of IDPs and refugees in South Sudan. This database will enable efficient management and coordination of assistance, leading to improved targeting and delivery of humanitarian aid.
c) Data-driven decision-Making: To enhance data management capabilities by implementing advanced tools and technologies to collect, analyze, and visualize critical data. This will enable evidence-based decision-making, helping policymakers and humanitarian actors make informed choices regarding resource allocation, program planning, and implementation strategies.
d) Information Sharing Platform: To create a centralized platform within the web portal for sharing publications, news, reports, and best practices related to the South Sudan crisis. This will foster collaboration and knowledge exchange among stakeholders, enabling them to stay updated on the latest developments, trends, and effective approaches in addressing the humanitarian crisis.
e) Registration Process for IDPs and Refugees: To develop an integrated and secure registration process within the web portal. This process will prioritize accurate data collection and include customization options for capturing essential biometric information. The collected data will be securely stored in a database with a graphical user interface (GUI) backend, allowing for easy search, verification, and data management. This streamlined registration process will enhance efficiency and enable accurate identification and assistance targeting IDPs and refugees.
f) Disaster Recovery and Hosting: To ensure the security and availability of the web portal is implemented to secure database infrastructure and establish a robust disaster recovery system. Additionally, dual hosting will be set up for one year to ensure uninterrupted access to the web portal, protect against potential data loss, and guarantee its availability in emergencies.
g) Report and Emergency Data Dashboard: To facilitate real-time data analysis, reporting, and informed decision-making, we will create a comprehensive dashboard within the web portal. This dashboard will feature open-source graph plugins, enabling the visualization of key data related to the South Sudan crisis. Moreover, we will develop a central large-screen displayable dashboard with customizable views specifically designed for emergencies, ensuring rapid access to critical information.
h) Training of Trainers (ToT): To ensure effective utilization and sustainability of the web portal, we will conduct Training of Trainers sessions for RRC officials. These sessions will equip the officials with the necessary skills to operate and update the web portal effectively. The training will cover portal management, data entry for IDPs and refugees, dashboard usage, and data management. Multiple sessions will be conducted to accommodate different groups of officials, ensuring comprehensive knowledge transfer.
