Introduction
UNDP Bhutan is seeking a proposal from prospective and qualified national consultants for the consulting opportunity for Gender Responsive Taxation in Bhutan. Please see below a brief objective and scope of work. The overall objective of the consultancy is to support the implementation of gender-responsive taxation and will include gender impact analysis and research, provision of capacity-building technical assistance, and policy advisory on gender-responsive tax policy reforms. This will contribute to the understanding of the tax system in the context of gender equality and provide evidence-based recommendations for policy formulation and decision-making. The specific objectives include:· Conduct a comprehensive gender impact analysis of the existing tax laws, regulations, and related policy frameworks highlighting the gender related aspects based on the Common Research Framework (attached in Annexure) on tax and gender.
· To support the assessment and diagnostics of the status and performance of the tax policy and tax administration in achieving SDG 5 targets based on the SDGs Taxation Framework.
· To identify entry points for mainstreaming gender in tax policy formulation process
· Identify potential challenges, biases, or complexities in the taxation system that influence gender disparities.
· Examine any tax incentives, exemptions, or benefits available to marginalised groups including women.
· To identify challenges, gaps, and opportunities in harnessing taxation to achieve gender equality and propose appropriate measures for improvement.
· Compare the taxation system with relevant international standards and best practices.
· To provide recommendations for gender-responsive tax policy reforms, capacity building, and institutional strengthening.
Scope of Work
The consultant will be responsible for the following tasks:
· Gender impact assessment and research.
o Review relevant literature, policy documents, and reports on taxation and gender equality.
o Conduct primary and secondary research to gather data and information related to tax system and gender equality.
o Analyse data using appropriate statistical and econometric techniques, where applicable.
· Prepare a comprehensive research report highlighting the findings, conclusions, and recommendations for gender responsive tax policy formulation and decision-making.
· Policy advisory: Development of a policy brief
· Present the research findings to key stakeholders in a clear and concise manner.
· Provide technical support and guidance in implementing the research recommendations.
· Provision of capacity-building technical assistance and policy advisory on gender-responsive tax policy reforms.
· Support DRC’s engagement on tax and gender
